Authorize the City Manager to enter into a contract in the amount of $220,583.00
with Melloni Construction Company of Brentwood. Funding to come from City Facility
fees. Authorize the City Purchasing Department to acquire necessary computer
wiring, computer equipment and furniture for this expansion at a cost not-to-exceed
$100,000. Funding to come from the City Facility Fee Fund.
The City Council approved a budget of up to $250,000 to undertake the remodel
on January 12, 1999. An additional $60,000 was approved February 22, 2000.

This has proven to be an extraordinarily difficult project. While the scale
of this 924 s.f. addition sounds simple, due to it estimated cost, our requirements
for review required that architectural plans be fully developed and a full
public bid process be undertaken. These took months longer than earlier estimated
and finally, when bids were opened on November 1, 2000, only one bid was received
from the six plan holders. This project faces the same dilemma that dozens
of others are facing in that contractors have more work than they can do and
the result is a rapid increase in prices for projects.
City Hall has had a major squeeze for space and while we have had great success
reworking existing space at very reasonable prices, we need this additional
925 s.f. particularly given the probability we will be in this space for the
next 5-10 years (a new Police & Public Works Facility take precedence at
the moment for our limited resources).
Since I can see how rebidding this project could gain additional bidders or
lower costs, I reluctantly ask the Council to approve the staff request.
