Subject/Title: Response to LAFCO’s request for comments on
their annexation and sphere of influence policies.

That Council consider the written comments I’ve already provided to LAFCO,
and determine whether they have additional comments.
On September 13, 2000, LAFCO agendized an item to request input from cities
on their adopted policies concerning annexations and spheres of influence,
for a discussion beginning at the October 11th LAFCO meeting.
Attached is a copy of the relevant LAFCO policies. The General Policy Statement
refers to the responsibilities of LAFCO per State law, and in relation to setting
logical local agency boundaries, such as Urban Limit Lines. This policy includes
the statement that: “Although not bound by policies of other agencies, it is
the general policy of LAFCO to honor the limits placed on urban development
by other agencies. Therefore, LAFCO generally has honored the County Urban
Limit Line (ULL), discouraging sphere of influence amendments and annexations
beyond the ULL.”
I have responded to LAFCO on their policies in the attached letter dated September
29, 2000. Following discussion, it is suggested that if Council has further
comments, that they direct staff to pass those on to LAFCO.
