RECOMMENDATION          

Approve the authorization for staff to put the skate park project out to bid.

PREVIOUS ACTION

The Council Park and Recreation sub-committee held a community meeting on September 16, 1999, to discuss the possibility of building a skate park in Brentwood.  The City Council passed Resolution No. 99-225 on October 12, 1999, amending the 1999-2004 Capital Improvement Program to include construction of a skate park in Brentwood (CIP #No. 522-5213) and directing the parks and recreation director to return to City Council for the award of the construction contract.  The Park and Recreation Commission and Youth Commission held a joint special meeting on October 18, 1999, to consider forming a task force for the development of a skate park.  The City Council approved the establishment of a Skate Park Task Force on October 26, 1999.  The City Council authorized the City Manager to execute a professional services agreement with Land Image on January 11, 2000, for the design of the City of Brentwood Skate Park.  On April 11, 2000, City Council approved the Park and Recreation Commission recommendation to approve the Brentwood Skate Park preliminary site master plan and related budget (CIP Project #522-5213). 

BACKGROUND

Since the April 11th approval of the preliminary site master plan, staff has been working with Land Image to produce the final construction documents for the skate park.  The project has been very involved, as the skate park has had to be coordinated with completion of the aquatic complex.  As the aquatic complex opened late, final design of the skate park had to slow until the final utility connections and undergroundi work was completed. 

Though the process has been longer than anticipated, with the assistance of Pacific Program Management, construction managers of the aquatic complex, much of the pre-connection prep work for the skate park has been completed.  Lines for irrigation control, water, phone and electrical have been stubbed out, so the skate park now only needs to connect to these lines that are already in place. 

The process was also delayed as staff directed Land Image to design the landscape areas between the skate park and aquatic complex, and between the skate park and Griffith Lane.  It is important to have the aquatic complex, skate park and adjacent road landscape in place once the skate park is open.  Otherwise, we will establish a number of isolated facilities that do not provide connections for use.  The original plan was for the landscape to wait until the park behind the aquatic complex was completed.  However, that park is not expected to be started until next year, which would come after the skate park opening. 

Land Image has provided the City with final construction documents that are currently under a constructability review through Pacific Program Management.  This review is expected to be completed on September 28th.  Land Image will then revise any necessary changes on the documents.

City Council authorization will allow staff to put the documents out to bid.
