Subject/Title: Approve a resolution to establish a Capital Improvement
Project for "Trail Head Purchase - Centex Development" and direct staff
to develop an agreement for purchase of property.

Approve the resolution to establish this CIP project for the purchase
of a trailhead in the Centex Development.
Centex Homes was conditioned to develop a trail and bridge from their
development, across Marsh Creek, to connect to Creekside Park and Marsh
Creek Trail. Once final design for the trail was developed, it became
evident that the trail access would require two sections of trail that
would turn at a ninety-degree angle and would be enclosed on both sides
by fencing. The trail would also go behind two houses and cut through
two properties without a straight visual site line. This configuration
of trail resulted in a "tunnel effect", were the user could not see the
end until half way along the trail.
City staff has meet Centex representatives and has determined that the
best solution to the problem is to set up a trailhead that would provide
an entry to the trail and bridge crossing by purchasing two lots from
Centex for the trailhead. Most importantly, this project will provide
safe access and the ability for public safety to see the entire length
of the trail without having to drive around corners.
The cost of this purchase of two lots is $200,000, with an estimate of
$1,200 in closing costs, for a total of $201,200, to be paid by the park
development program. Development of the trailhead will be budgeted in
the 2001/06 CIP budget.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD ESTABLISHING
A CAPITAL IMPROVEMENT PROJECT FOR LOMA VISTA PARK REDESIGN AND DIRECT
STAFF TO MOVE FORWARD WITH BIDDING THE PROJECT
WHEREAS, City Council and staff have met with Loma Vista Park residents
regarding co-use of the park with Brentwood Union School District, and
WHEREAS, concerns have been raised about adequate space available for
the residents outside of the fenced Loma Vista School property, and
WHEREAS, Brentwood Union School District as agreed to allow the City of
Brentwood to redesign part of the school property for use as a neighborhood
NOW, THEREFORE BE IT RESOLVED the City Council of the City of Brentwood
approves establishing a capital improvement project for Loma Vista Park
redesign and direct staff to move forward with bidding the project.
