Subject/Title:    Approval to execute agreement for grant funding between the City of Brentwood and the California State Coastal Conservancy for the Marsh Creek-Griffith Habitat Enhancement project master plan.

RECOMMENDATION

Passage of a Resolution authorizing the City Manager to execute an agreement for grant funding between the City of Brentwood and the California State Coastal Conservancy for the Marsh Creek-Griffith Habitat Enhancement project master plan. 

PREVIOUS ACTION

On September 29, 1999, Council passed Resolution 99-206 authorizing the City Manager to execute and file the application for the 1999 San Francisco Bay Area Coastal Conservancy Grant Program and authorizing the City Manger to enter into a funding agreement with the Coastal Conservancy if funding was granted.

BACKGROUND

The San Francisco Bay Area Conservancy Program was established in 1998 to address and coordinate the natural resource and recreational goals of the nine-county Bay Area.  The Conservancy Program goals are:

·                protect, restore and enhance natural habitats

·                improve public access to and around the Bay, its surrounding hills and the coast, and

·                provide open space accessible to urban populations for recreational and educational purposes.

The City of Brentwood has been granted funds in the amount of $63,000 to develop a conceptual master plan for creation of a 5+ acre nature park/wildlife habitat along a portion of Marsh Creek.  The project will be a joint effort between the property owner, Contra Costa County Flood Control and Water Conservation District, and the City of Brentwood with assistance from East Bay Regional Park District.  The agreement stipulates that all work funded by the grant must be completed by September 30, 2001.

In order to meet the requirements of the agreement the City Council must pass a resolution authorizing the execution of the agreement and approving its terms and conditions.

RESOLUTION NO. 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT FOR GRANT FUNDING BETWEEN THE CITY OF BRENTWOOD AND THE CALIFORNIA STATE COASTAL CONSERVANCY FOR THE MARSH CREEK-GRIFFITH HABITAT ENHANCEMENT PROJECT MASTER PLAN

WHEREAS, on September 28, 1999 the Council approved the execution and submission of an application for funding from the 1999 San Francisco Bay Area Coastal Conservancy Grant Program; and

WHEREAS, as a result of the application the State Coastal Conservancy has approved grant funding in the amount of $63,000 for the Marsh Creek-Griffith Habitat Enhancement Project Master Plan; 

WHEREAS, a Resolution must be approved authorizing the execution of the agreement between the City of Brentwood and the State Coastal Conservancy and approving its terms and conditions.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood, that the City Manager is authorized to execute the agreement between the State Coastal Conservancy and the City of Brentwood.

BE IT FURTHER RESOLVED that the terms and conditions of the agreement are approved.
