Subject/Title: Sworn Police Officer Staffing Ratio

RECOMMENDATION
Approve an Ordinance to amend Chapter 2.28, Peace Officer Standards and Training, to add 2.28.030 establishing a ratio of 1.5 sworn police officers to city population of 1,000 residents.

BACKGROUND
In order to protect and serve the residents of the City of Brentwood, it is imperative that the Police Department maintains a reasonable ratio of sworn Police Officers to Brentwood residents.

Staff brought this issue before the City Council for discussion at the regular Council meeting held on August 22, 2000. The City Council directed staff to prepare a policy to establish staffing levels for sworn Police Officers that set the ratio of no less than 1.5 sworn Police Officers per 1,000 Brentwood residents. 

The staffing ratio as described above will be reflected each year in the City budget. The staffing levels included in the budget will be based on a population projection provided to Finance by the Community Development Department and are subject to approval by the City Council.

Fiscal support to maintain the staffing ratio detailed above will be provided through the General Fund and/or via grant funds when available.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD TO AMEND CHAPTER 2.28 BY ADDING 2.28.030 CONCERNING RATIO OF SWORN OFFICERS TO CITY POPULATION 


WHEREAS, the City Council desires to amend Chapter 2.28, Peace Officer Standards and Training, to add 2.28.030 establishing a ratio of 1.5 sworn police officers to city population of 1000 residents; 

WHEREAS, the City’s General Plan is in the process of being updated and revised and the City Council desires to establish an ordinance for police services for the community; 

WHEREAS, the Police Chief has indicated that this is the minimum level of personnel to effectively provide emergency response, police protection expected by the citizens, and services established as minimum policing levels for Brentwood’s size, geography, and demographics. 

NOW, THEREFORE BE IT RESOLVED 
Chapter 2.28 is hereby amended to add Section 2.28.030 as follows:

“2.28.030 Ratio of Sworn Officers to City Population.

City of Brentwood hereby establishes as a minimum level of police services that the City shall maintain a ratio of 1.5 sworn officers to 1000 residents. The ratio may be less than this ratio for a period not to exceed 120 days due to resignations, terminations, or retirements. The City population shall be based on the most reliable estimates as approved by the City Council.” 

PASSED, APPROVED AND ADOPTED by the City Council of the City of Brentwood at a regular meeting on the 12th day of September 2000 by the following vote:
