RECOMMENDATION 
Discussion regarding police department staff and support levels.

BACKGROUND
Councilmember Gomes has requested the City council consider adopting an ordinance that provides policy direction regarding staffing levels for police services in the City. Chief Shaw requested Council direction on this as he feels with the City’s rapid growth police service levels have fallen behind.

Presently the department has 31 sworn officers serving a population of 23,100. That translates into a ratio of 1.3 officers per 1000 residents. Chief Shaw is suggesting a ration of 1.5 officers per thousand. 

The major challenge in doing this is fiscal. By guaranteeing by policy one departments staffing levels it could come at a cost of resources being available to other departments.

Some cities discussing staffing levels as a range for 1.3 to 1.7 per thousand. Police serivces in the year 2000-01 city budget total $ 5,408,479. This is approximately 50 % of the total General Fund Budget, thus any policy direction the Council makes has serious impacts on all City services.
