Subject/Title:    Purchase of Women’s Club located at 648 Second Street

RECOMMENDATION          

Authorize the City Manager to prepare and sign the property transfer paper that allows the City to purchase the Women’s Club building at a cost not to exceed $5000.

PREVIOUS ACTION

The City presently leases the Women’s Club facility, located at 648 Second Street, from Contra Costa County.

BACKGROUND

Last year the City took over the Women’s Club building from the Brentwood Women’s Club due to escalating utility and maintenance costs.  Its use was expanded to include community organizations in addition to the Women’s Club.  This has proven to be a popular use, as meeting space is at quite a premium.

The facility, though, needs a good deal of repair.  HVAC systems are old.  The building needs painting, screens need replacing and the front door is not in compliance with ADA requirements.  These facility needs are reflected, in part, in the difference between the estimated market value of $60,000 and $95,000, and the cost of $5,000.  The building will operate fine for now, but we will need to build it into our building inventory and lay out a program of repairs.

The rear of the facility is a parking facility for the City-owned property at 118–120 Oak Street.  Presently the lot is used primarily by County Health Center workers.  Given the tightness of parking in the downtown area these spots are important for the city in the long-term and having both the buildings owned by the City ensures control over these spots.

Staff recommends approval of this purchase.
