Subject/Title: Enter into a Professional Services Agreement with Harris and Associates for the design of Brentwood Boulevard Widening - ISTEA (CIP Project No. 336-3054)

RECOMMENDATION

Authorize the City Manager to enter into a professional services agreement with Harris and Associates for the design of Brentwood Boulevard Widening - ISTEA (CIP Project No. 336-3054) in the amount of $473,721.37, and authorize the City Manager to approve change orders up to 10% of the contract amount.

PREVIOUS ACTION

On November 28, 1995 by Resolution Nos. 95-248 and 95-249, the City Council of Brentwood authorized staff to submit two Multimodal Project Applications for the Walnut Boulevard Widening Project and the Brentwood Boulevard Widening Project for Surface Transportation Program Funds, which was created by the Intermodal Surface Transportation and Efficiency Act of 1991 (ISTEA), to Metropolitan Transportation Commission (MTC).

BACKGROUND

Both project applications were submitted and approved by the MTC. On October 5, 1998, both projects were authorized to receive funding by the Federal Highway Administration and were placed on the Transportation Improvement Program (TIP).

On December 9, 1999, the City advertised the Request for Qualifications (RFQ) for the design of the two projects. The following ten firms submitted Statement of Qualifications (SOQs) per the RFQ: CCS Planning and Engineering Inc.; Harris and Associates; Korve Engineering; McGill Martin Self, Inc.; PERMCO Engineering and Management; PSOMAS; Robert Bein, William Frost & Associates; Santina & Thompson; URS Greiner Woodward Clyde and Wildan. The Engineering Department reviewed the proposals and selected Harris and Associates for the design of both roadway projects.

In working with Caltrans through the audit process, the amount of the design contract may be revised to reflect a lower cost due to the final approved audit report. If this occurs, the total design contract may reflect this decrease.
