All matters listed on the consent calendar are considered routine in nature and will be enacted by one motion. If discussion is required, that particular item will be removed from the consent calendar and will be considered separately.

1. Approve Minutes of June 13, 2000. 

2. Approval of Warrant Nos. 50948 – 51207.

3. Approve a resolution assessing Annual Water Service Standby Assessment on Vacant Parcels of Land within City Limits. (T. Head/B. Bruno)

4. Approve a resolution assessing Annual Sewer Service Standby Assessment on Vacant Parcels of Land within City Limits. (T. Head/B. Bruno)

5. Approve a resolution ratifying amendments to the Memorandum of Understanding between the City and its recognized Bargaining Units, Department Heads and Mid-Managers for Fiscal Years 2000/01 through 2002/03 (J. Elam/P. Standley)

6. Approve a resolution Fixing the Employer’s Contribution under the Public Employees’ Medical and Hospital Care Act (J. Elam/P. Standley)

7. Approve the appointments of Bob Brockman, Maria Martinek, Laurie Hemenes and Sheilah Cunningham to the Bentwood Advisory Neighborhood Committee for a three-year term. (J. Elam)

8. Approve a resolution accepting Final Map for Subdivision 8221, Signature Properties. (J. Stevenson/B. Bornstein/D. Boskovic)

9. Approve a resolution accepting work performed by RGW Construction, Inc. for Sand Creek/O’Hara Avenue Extension (CIP Project No.                336-3055), Walnut Boulevard Extension (CIP No. 336-3051), and Pavement Management Program 1999-2000 (CIP No. 336-3083). (J. Stevenson/S.Gronlund)

10. Second reading of Ordinance No. 636 amending Section 8 of the Municipal Code by adding Chapter 8.36 relating to restrictions on tobacco      advertising promotion. (D. Beougher)

11. Approve a Professional Services Agreement with Santina and Thompson, Inc. for the design of Brentwood Boulevard Widening - ISTEA (CIP Project No. 336-3054); and enter into a Professional Services Agreement with Harris and Associates for the design of Walnut Boulevard Widening - ISTEA (CIP Project No. 336-3056) (J. The Council may adopt reasonable regulations at the onset of the public hearing to facilitate public testimony. These regulations may include time limits. In the absence of such regulations, the public hearing shall follow the protocol for Citizen Comments.

12. Consideration of a resolution amending Master Fee Schedule Resolution No. 98-195 to include swimming pool fees. (C Bronzan)

13. Consideration of an ordinance authorizing an amendment to the PERS Contract and approve a Resolution of Intention approving an amendment to the Contract between the Board of Administration California Public Employees’ Retirement System and the City. (J. Elam/P. Standley)


14. Approve a resolution accepting work performed by the State Route 4 bypass Authority for Sand Creek Road West improvements (Bypass to Fairview Avenue), CIP Project No. 336-3092. (J. Stevenson/B. Bornstein)

15. Consideration of options concerning sound attenuation along Chestnut Street. (M. Leana)

16. Authorize the City Manager to execute a lease agreement with Los Madanos College and the Contra Costa College District. (J. Elam/D. Beougher/H. Sword)

17. First reading of Ordinance No. 637 with amending Title 12 of the Municipal Code by adding a Chapter 12.30 relating to the regulation of news racks in public rights of way. (D. Beougher)


18. Approve Minutes of June 19, 2000.

19. Authorize the City Manager to sign an option agreement with Christian Church Homes to purchase city owned property at 161 Sycamore Drive, APN 016-160-041. (J. Elam)

20. Award of contract to S.J. Amoroso/Pacific Mechanical Corporation for the construction of the Wastewater Treatment Plant (CIP No. 592-5911) in the amount of $39,272,135.00. (J. Stevenson/P. Eldredge)

21. Update on the Franchise Agreement with Garaventa/Brentwood Disposal Services. (D. Beougher/T. Head/ J. Carlson)
