Subject/Title:     Award of the Construction Contract for Water Well #14

 RECOMMENDATION

Award the construction contract for Well #14, CIP Project No. 562-5615, to the lowest responsive responsible bidder and authorize the City Manager to execute the agreement and necessary documents in the amount of the low bid and grant the City Manager authority to execute change orders up to 10% of the contract amount.

 PREVIOUS ACTION

On July 14, 1998, by Resolution No. 98-117, the City Council approved a hydrogeological investigation of the groundwater resources in and around the Brentwood area.

 On July 28, 1998, by Resolution 98-140, the City Council authorized the City Manager to execute an agreement with Luhdorff and Scalmanini, Consulting Engineers, to prepare water well test hole specifications, monitor test hole drilling, logging, sampling, testing, preparation of a test hole report, recommendation, design and technical assistance during construction of well 1 and design and construction of three test holes and one monitoring well.

 BACKGROUND

The bids will be opened on June 8, 2000 at 3 P.M. and the information on the contractors bidding and the amount of the bids will be presented at the regularly scheduled Council meeting of June 13, 2000.

 Well #14 is expected to be constructed in two phases.  The Phase I improvements are anticipated to begin in mid-June with Phase II improvements following immediately thereafter. The construction to be completed in this phase consists of drilling the final production well, setting the casing, installing the sanitary seal, well development, test pumping and disinfection of the new well.  After this work is complete, the pump test records will be used to verify the design and size of the pump and motor as well as the piping.  Plans and specifications will then be finalized and put out to bid for the Phase II improvements.

RECOMMENDATION

Award the construction contract for Well #14, CIP Project No. 562-5615, to Maggiora Bros. Drilling Inc. and authorize the City Manager to execute the agreement and necessary documents in the amount of $104,784.00 and grant the City Manager authority to execute change orders up to 10% of the contract amount.

BACKGROUND

At the bid opening on June 8, three (3) bids were received.  The bids were reviewed and the lowest responsive, responsible bid was received from Maggiora Bros. Drilling Inc. in the amount of $104,784.00.

The three bids were:

1.      Maggiora Bros. Drilling      $104,784.00

2.      Humboldt Drilling   $112,492.50

3.      ZIM Industries        $133,895.00

The Fiscal Year (FY) 99/00 budget contains funds for the Water Well #14, CIP Project No. 562-5615, in the amount of $610,000. The entire amount is from Water Enterprise account. The construction portion of that FY 99/00 budget is $459,000 (which encompasses phases I and II).
