 Subject/Title:     Approve a Resolution Adopting the Classification and Compensation Study Final Report

RECOMMENDATION

Adopt and implement recommendations provided in the Classification and Compensation Study Final Report as detailed by Consultant, L. B. Hayhurst & Associates, effective April 1, 2000.

PREVIOUS ACTION

The City Council approved and implemented, effective July 1, 2000, benchmark salary adjustments as identified by L. B. Hayhurst & Associates for 61 employees.

BACKGROUND

Following the approval and implementation of the benchmark adjustments, the next step was completion of a citywide classification and compensation study.  The Consultant held employee orientations regarding completion of Position Description Questionnaires (PDQ) on November 18, 1999.  The employees completed their questionnaires by December 8, 1999 and turned them in to their supervisor or department head.  By December 31, 1999 all PDQ were sent to the Consultant for review. 

The Consultant’s interview team held individual and group interviews during the month of January, 2000 in order to obtain clarification and comments regarding information included in the PDQ from the employees.   These interviews resulted in the update or creation of new classification descriptions.

The City received a Preliminary Classification Report from the Consultant on March 6, 2000.  This report included recommended classification titles and new and/or revised classification descriptions.  Staff reviewed these recommendations and had the opportunity to respond.  The Consultant received this information back on April 21, 2000.   These comments were reviewed and considered by the Consultant and where deemed appropriate, modifications were made.

The attached Classification and Compensation Study Final Report includes recommendations regarding the establishment of salaries for new classifications as well as salary adjustments for 18 current employees.  Details of these adjustments are included in the commentary of the Final Report.  The total compensation costs (salary and benefits) to implement the recommended adjustments for year one, total approximately $91,356 of which, by separate fund, includes:

 The Consultant presented the above recommendations and answered questions by the City Council Personnel Sub-Committee in an open meeting Wednesday, June 7, 2000.  The Sub-Committee supports the recommendations and presents them for City Council consideration and approval retroactively to June 1, 2000. 

 RESOLUTION NO.

  RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD

APPROVING THE CLASSIFICATION AND COMPENSATION STUDY FINAL REPORT AS RECOMMENDED BY L. B. HAYHURST AND ASSOCIATES.

 WHEREAS, The City Council authorized the completion of a Classification and Compensation Study to be prepared by L. B. Hayhurst and Associates, and

 WHEREAS,  said study has been completed and a Classification and Compensation Study Final Report has been presented to and reviewed by staff, and

 WHEREAS, the Personnel Sub-Committee reviewed the recommendation and met with staff to review the fiscal impact of such an adjustment, and

 WHEREAS, the Personnel Sub-Committee supports full implementation of the Classification and Compensation Study Final Report as recommended by L. B. Hayhurst & Associates.

 NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Brentwood hereby approves implementation of the recommended Classification and Compensation Study Final Report, effective June 1, 2000.
