Subject/Title:     Support for the One Day at a Time program

RECOMMENDATION        

Support to have City utility staff help install water and sewer connections for the new One Day at a Time facility.  Waive the City connection fees for the new facility at an estimated City cost of $7371.00; these funds are to be paid for with Downtown Redevelopment Funds.  Waive City building permit fees for the development of the One Day at a Time facility.

BACKGROUND

City staff has worked for several years with the One Day at a Time Program in the City that is funded by the Kaiser Foundation.  The effort has grown successfully so it can now begin to operate in a more stable way.  The Blackhawk-Nunn development group has offered their former Summerset design center to the program as a meeting facility.  Liberty Union High School District Board has offered to allow the program to use a site located at the rear of the former Brentwood Elementary School playground facility on Pine Street.

The program has lined up numerous contractors or organizations to support the development of this facility.  As a part of this community effort the program is requesting help from the City to install City water and sewer lines to the building site, waive connection fees and building permit fees.  These fees will be paid from the Downtown Redevelopment funds as a part of providing new services for our youth in downtown Brentwood.  Total City assistance would be estimated to be $18,000.

Staff and Board members from the program will be present at the City Council meeting to discuss this request.  Staff supports City participation with this important effort.
