Subject/Title:     Approval of Trail Master Plan as recommended by the City of Brentwood Park and Recreation Commission.

Approve Trail Master Plan as recommended by the City of Brentwood Park and Recreation Commission.


City Council approved the Creeks and Trails Master Plan on February 26, 1991.  City Council also approved and the Park and Recreation Master Plan on August 23, 1994, which included a master plan map for trails.


The Parks, Trails and Recreation Master Plan is currently being updated, with an anticipated completion in October 2000.  Due to the fast pace of development, especially as it relates to areas that are adjacent to trail connections, staff has been working on the Trails Master Plan component on an accelerated schedule. 

The Park and Recreation Commission reviewed a draft trails plan at their meeting on February 24, 2000, and again on March 30, 2000.  The Commission also had a workshop with the Planning Commission on April 27, 2000, to insure the plan was complete.

The draft trail plan was also available for review/comment by the public at the Parks, Trails and Recreation Master Plan update meetings on April 19, 2000 and April 29, 2000.

As a result of the input from the community, Planning Commission and the Park and Recreation Commission, the Park and Recreation Commission adopted the final Trails Master Plan at their April 27, 2000 meeting.  The Commission is now recommending approval by the City Council.

City Council approval will move the plan forward to be incorporated into the Parks, Trails and Recreation Master Plan update, the General Plan update, and the 2000 City of Brentwood Development Fee Program.

Staff is currently finalizing a Trails Development Guideline book that will be incorporated into the City of Brentwood Standard Plans and Specifications for trail development.  These standards are patterned after the adopted standards of the East Bay Regional Park District, which will allow for standardization of trail development.

Staff will be making a short presentation on the Trails Master Plan with the assistance of Peter Arnold, of Abey/Arnold, who has overseen development of the project.
