Subject/Title: Certification of Compliance with Measure C Growth Management Program

RECOMMENDATION

Passage of a Resolution certifying that the City of Brentwood is in compliance with the Growth Management Program and authorizing the Mayor and City Manager to execute the Growth Management Checklist for calendar year 1998.

PREVIOUS ACTION

On June 23, 1998, the City Council passed Resolution No. 98-118, approving the calendar years 1996 and 1997.

BACKGROUND

In accordance with Measure C the cities in Contra Costa County must complete a compliance checklist each year in order to receive the Local Street Maintenance and Improvement Funds (return-to-source funds). This is the money set aside by Measure C (18% of the sales tax revenue) that is passed on directly to the cities for transportation related maintenance or projects.

To receive funding, Measure C requires each jurisdiction in Contra Costa County to take several actions. These actions include adopting a Growth Management Element that sets traffic level-of-service and facility performance standards, adopting both a development mitigation program and a transportation systems management ordinance, participating in cooperative planning to reduce traffic impacts, developing a five-year capital improvement program, and addressing housing options and job opportunities.

The checklist demonstrates how the City of Brentwood has complied with the requirements of Measure C. Once it has been approved by Council, it will be submitted to the Contra Costa Transportation Authority (CCTA) for review and approval for distribution of funds. The checklist must be submitted to CCTA by June 30, 2000.

RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD CERTIFYING THAT THE CITY OF BRENTWOOD IS IN COMPLIANCE WITH THE GROWTH MANAGEMENT PROGRAM AND AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE THE GROWTH MANAGEMENT CHECKLIST FOR 1998.

WHEREAS, under Measure C, the City of Brentwood is eligible to receive a portion of the eighteen percent (18%) sales tax funds available for street maintenance, improvements and transportation planning; and

WHEREAS, the City of Brentwood is required to submit a completed Annual Growth Compliance Checklist for 1998 to the Contra Costa Transportation Authority (CCTA); and

WHEREAS, City of Brentwood staff have completed the checklist and based on the completed checklist has determined that the City is in compliance with the CCTA Growth Management Program; and

WHEREAS, the completed compliance checklist has been reviewed with CCTA staff.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Brentwood, that the Council finds the policies and programs of the City of Brentwood as reported on the compliance checklist are in conformance with the CCTA growth Management Program.

BE IT FURTHER RESOLVED that the Mayor and City Manager are authorized to execute the compliance checklist.
