Subject/Title:    Approval of a resolution authorizing the City Manager to execute certain documents to secure 2000-2003 Used Oil Grant Funds.

RECOMMENDATION:

Approve a resolution authorizing the City Manager to execute all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing 2000-2003 Used Oil Grant Funds and to implement and carry out the purposes specified in the Grant Application. 

PREVIOUS ACTION:

City Council approved a similar resolution fiscal year 1999-2000. 

BACKGROUND:

The State of California has enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil. The California Integrated Waste Management Board (CIWMB) offers grants to local governments to implement local used oil collection programs. 

The current Used Oil Block Grant (EG6) will be in the first year of a three-year cycle. Cities and counties receive annual block grants based on population. The City of Brentwood has participated in previous cycles. Our funding allocation is approximately $6,969 per year. 

In order to take advantage of this Block Grant funding, we were required to file a Sixth Cycle Application prior to April 6, 2000, and a resolution of approval must be submitted prior to the execution of an agreement with the State of California. The Application has been submitted. The Resolution is attached and presented to the City Council for approval. If approved, staff will submit the Resolution and follow through with an executed Agreement in order to secure these funds. 

The City of Brentwood would be eligible to receive $6,969 each year this Oil Block Grant Funding program is approved by the State legislature. These funds will help defray costs of the City’s household hazardous wastes program. 

RESOLUTION NO. 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE PUBLIC WORKS DIRECTOR TO EXECUTE ALL NECESSARY APPLICATIONS, CONTRACTS, PAYMENT REQUESTS, AGREEMENTS AND AMENDMENTS HERETO FOR THE PURPOSES OF SECURING GRANT FUNDS AND TO IMPLEMENT AND CARRY OUT THE PURPOSES SPECIFIED IN THE GRANT APPLICATION. 

WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and 

WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and 

WHEREAS, the applicant will enter into an agreement with the State of California for implementation of a used oil collection program; 

NOW, THEREFORE BE IT RESOLVED that the City Council authorizes the submittal of an application to the California Integrated Waste Management Board for a 2000/2003 Used Oil Recycling Block Grant.  The Public Works Director, or a designee, is hereby authorized and empowered to execute in the name of the City of Brentwood all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
