staff direction on the location of garbage dumpsters located in public
alleyways and discuss downtown building paint coordination.
staff has recently been involved in the issue of the appropriate location
of business garbage dumpsters within public city alleys. As you look up the alleys located in the downtown area, several
business have garbage dumpsters located off their business sites and
located in the alleys. This
makes for easy pick-up by City garbage crews, but also exposes the City
to a liability if a car hits the dumpsters.
They add an unsightly look to the alleys.
This has particularly been a problem, it appears, when a business
garbage dumpster is placed adjacent to a different business than that
which the dumpster is used by.
policy requires all businesses to develop enclosed garbage facilities,
but this has not been enforced downtown.
Staff asks direction with this dilemma.
If the Council wishes to restrict use of garbage dumpsters in
the alleys then businesses ought to be provided a window to relocate
