Subject/Title:     Approval of Park and Recreation Commission recommendation to approve City of Brentwood Skate Park Preliminary Site Master Plan and related budget (CIP Project No. 522-5213, Skateboard Park).

RECOMMENDATION         Approve the recommendation from the Park and Recreation Commission to approve the City of Brentwood Skate Park Preliminary Site Master Plan and related budget.

PREVIOUS ACTION  The Council Park and Recreation sub-committee held a community meeting on September 16, 1999, to discuss the possibility of building a skate park in Brentwood.  The City Council passed Resolution No. 99-225 on October 12, 1999, amending the 1999-2004 Capital Improvement Program to include construction of a skate park in Brentwood (CIP #No. 522-5213) and directing the parks and recreation director to return to City Council for the award of the construction contract.  The Park and Recreation Commission and Youth Commission held a joint special meeting on October 18, 1999, to consider forming a task force for the development of a skate park.  The City Council approved the establishment of a Skate Park Task Force on October 26, 1999.  The City Council authorized the City Manager to execute a professional services agreement with Land Image on January 11, 2000, for the design of the City of Brentwood Skate Park.

BACKGROUND  As a result of the January 11, 2000, City Council action, the Skate Park Task Force held two public meetings.  The first meeting was held at Brentwood Elementary School on February 5, 2000. The meeting was attended by over 30 people, who worked with Land Image staff on drawings and clay sculptures related to the types of amenities that should be in a Brentwood skate park.  The second meeting was held on March 4, 2000, in the City Council Chambers to review the conceptual plan designed by Land Image as a result of the input from the meeting on February 5th.   The Skate Park Task Force approved the conceptual plan and sent the plan to the Park and Recreation Commission for their approval.

The Park and Recreation Commission reviewed the plan and proposed budget at their March 30, 2000, commission meeting.  As the skate park originated with the Council Park and Recreation sub-committee, the Park and Recreation Commission has approved the preliminary site plan and  is recommending that City Council concur with their recommendation by approving the plan.

The approved 1999/04 CIP budget for the Skateboard Park (CIP No. #522-5213) is $400,000 ($30,000 design/$370,000 construction).  In the preliminary CIP budget that was reviewed with City Council on April 3rd, staff had recommended the 2000/01 budget as:

In reviewing the proposed budget for this project as presented by Land Image, the Park and Recreation Commission has made a recommendation to revise the 2000/01 CIP budget for the Skate Park as follows:

Legal                          $5,000

Construction               $517,667 (construction cost of $470,667 plus 10% contingency)

Project Administration  $52,000 (10% of construction costs)

Total                          $574,667

The Park and Recreation Commission understands this action would require a revised CIP budget increase of $119,667, money which would reduce funding for additional projects.  However, they feel that this project deserves an adequate budget for total design.

Should the City Council feel that this is too large an increase, the Park and Recreation Commission has provided a second option that would remove three additive items that could be considered at a later date:  trellis and columns ($25,000); decorative steel fencing ($30,000); and decorative gate and signage ($9,500).   The recommended budget for option #2 is:

Construction                $447,167(includes 10% contingency)

Project Administration  $44,000

Total                          $496,167

Option #2 would require an increase in the 2000/01 CIP Skate Park budget of  $41,167.  The Park and Recreation Commission would still recommend the three items be listed as additive items in the bid packet to be funded if the bids come in under projections.

Land Image representatives will be at the council meeting to discuss the preliminary plan and proposed budget along with members of the Skate Park Task Force.

Approval of the plan and budget by City Council will move the process forward with Land Image preparing construction documents for a mid-summer bid schedule, with construction expected to start in late August.
