Subject/Title:     Temporary Closure of Fairview Avenue south of Balfour Road (Subd. 7940)

RECOMMENDATION

Authorize the City Engineer to close Fairview Avenue south Arlington Way/Gladstone Drive (south of Balfour Road).  The closure will be on April 14, 2000, from 9:00AM to 1:00PM for the construction of the third golf cart bridge. 

PREVIOUS ACTION

A previous closure was authorized for September 24, 1999, to construct the second golf cart bridge over Balfour Road.  The project went very smoothly and the road was reopened in 2 hours. 

BACKGROUND

The traffic ordinance of the Brentwood Municipal Code requires Council action for the complete closure of streets.  The City Engineer has the authority to permit lane closures.  The golf cart bridge for the third crossing will be arriving in several large pieces on April 20, 2000.  The most westerly lane of Fairview Avenue will need to be closed off between April 11th (day of Council meeting) and 14th, 2000, for the final assembly of the bridge.  On the 14th of April, the entire roadway will need to be closed while the bridge is hoisted into position.  This process is anticipated to take about two (2) hours.  Four hours are being requested, however, to allow for unforeseen complications.  (The signs referencing the closure until 1:00PM will be removed immediately after the road is reopened to minimize confusion.)  The engineering staff has determined that it would be impractical to complete the work without closing the road.  Staff is not requiring extensive notification for this closure because this stretch of Fairview Avenue is a dead-end street.  The contractor will be notifying the construction projects in the area and the few residents (3 households) that will be affected.
