Subject/Title:     Approval to activate City of Brentwood Arts Commission with appointment of interim Arts Commissioners to revise/update existing ordinance.

RECOMMENDATION        

Approve appointment of interim Arts Commissioners to revise/update existing ordinance (Chapter 2.44, City of Brentwood Municipal Code) related to City of Brentwood Arts Commission.

PREVIOUS ACTION

Chapter 2.44 "Arts Commission" was adopted in by City Council in 1988.

BACKGROUND

As a result of the formation of the City of Brentwood Park and Recreation Commission by the City Council, staff has been working with the commission related to forming standing committees to work on various park and recreation issues.  The commission is currently considering committees for bicycle/trails; arbor day/tree planting; and senior programs.  A cultural arts committee was also under consideration as a result of a meeting I attended with the community Art and Design committee.  Staff held a follow up meeting with Art and Design committee members to determine whether there was interest in forming a committee of the Park and Recreation Commission or a stand alone Arts Commission.

As Chapter 2.44 of the City of Brentwood ordinance currently allows for the existence of an Arts Commission, staff and committee members agreed that the best course of action was to request City Council consideration to activate the Arts Commission.  Following the successful appointment of an interim Park and Recreation Commission to write a draft Park and Recreation Commission ordinance, staff is recommending that City Council activate the Arts Commission, as per Chapter 2.44, with interim commissioners who will be charged with revising/updating Chapter 2.44 for City Council consideration.

The Art and Design committee has provided a list of individuals who wish to serve as interim commissioners to work on the project.  The Committee has also provided a list of individuals who attended a City sponsored meeting last November to discuss the state of the arts in Brentwood.  Staff is recommending that you appoint all listed individuals who are interested in serving as interim commissioners, with a term to expire on August 31, 2000.  The purpose of this interim Arts Commission will be to revise/update Chapter 2.44 of the City of Brentwood Ordinance, bringing back a recommendation to City Council for consideration by the August 22, 2000, City Council meeting.  City Council will then act on the recommendation, and if approved, will fill the commissioner positions as outlined in the approved ordinance.

Park and Recreation staff is willing to act in the capacity as staff liaisons to the interim commission to assist with process of bringing a recommendation back to City Council.  The final recommendation to City Council will also address the implications an arts commission will have related to staffing and City budgets.
