 Subject/Title:      Joint Public Hearing on the proposed Implementation Plan, the proposed Amendment No. 4 to the Redevelopment Plan for the Brentwood Redevelopment Project and Amendment No. 2 to the Redevelopment Plan for the North Brentwood Redevelopment Project, and the Negative Declaration relating thereto

 RECOMMENDATION   

1.       Passage of a Redevelopment Agency resolution approving and adopting the Implementation Plan for the Brentwood Redevelopment Project and the North Brentwood Redevelopment Project

 2.       Passage of a Redevelopment Agency resolution approving a negative declaration for the Amendments to the Redevelopment Plans for the Brentwood Redevelopment Project and the North Brentwood Redevelopment Project 

3.       First reading of an amendment to City of Brentwood Ordinance Nos. 333 and 496 and approving and adopting the amendments to the Redevelopment Plans for the Brentwood Redevelopment Project and the North Brentwood Redevelopment Project 

4.       Passage of a City Council resolution adopting findings in response to written objections on adoption of the Amendments to the Redevelopment Plans for the Brentwood Redevelopment Project and the North Brentwood Redevelopment Project.

 5.       Passage of a City Council resolution approving a Negative Declaration for the Amendments to the Redevelopment Plans for the Brentwood Redevelopment Project and North Brentwood Redevelopment Project and North Brentwood Redevelopment Project.

 6.       Enter Exhibits 1 through 5 into the records

 PREVIOUS ACTION

Refer to Exhibit “5”, the Certification of Certain Official Actions that have been taken by the Redevelopment Agency, City Council and Planning Commission

 BACKGROUND

The Agency is proposing to amend the Redevelopment Plans for the Brentwood and North Brentwood Redevelopment Project areas by merging the two project areas.  The merger will further the Agency’s efforts in eliminating blighting conditions, and to retain and expand business in the Brentwood and North Brentwood Project areas, and maximize the Agency’s financial flexibility.

 The merger would allow the Agency to:

     Implement beneficial programs anywhere within the merged Project Areas without regard to which Project Area generated the funds.

  Combine the tax increment limits for the two Projects into a single limit

(The Downtown Project will reach the $16,000,000 tax increment cap in about the year 2002.  Between the years of 2002 to 2008 there are Tax Allocation Bond payments due in the amount of $3,472,545 and if the Agency cannot receive the tax increment, it is highly likely that the City’s General Fund would have to pay this obligation.) 

Combine the bonded indebtedness limit for the two Projects into a single limit. 

  Replace the two Redevelopment Plans with a single new plan applicable to both Projects

 The attached Implementation Plan is a lengthy document that has been prepared according to California Redevelopment Law requirements.  The Plan lays out a short history and reasons for the creation of a Redevelopment program in the City, but most importantly it defines specific goals and objectives that the plan will provide for during the five-year period of 2000-2004.

 Staff is available along with the project consultants, Katz-Hollis & Associates and Brent Hawkins, the project attorney overseeing the required legal steps that bring this item to you this evening.
