Parks and Recreation                Motion to authorize the City Manager

(C. Bronzan)                            to execute a professional service

agreement, not to exceed $30,000

for architectural services for design

of a City of Brentwood Skate Park.

PREVIOUS ACTION: The Council Park and Recreation subcommittee held a community meeting on September 16, 1999, to discuss the possibility of building a skate park in Brentwood.  The City Council passed Resolution No. 99-225 on October 12, 1999, amending the 1999-2004 Capital Improvement program to include construction of a skate park in Brentwood and directing the Parks and Recreation Director to return to City Council for the award of the construction contract.  The Park and Recreation Commission and Youth Commission held a joint special meeting on October 18, 1999, to consider forming a task force for the development of a skate park.  The City Council approved the establishment of a Skate Park Task Force on October 26, 1999.

RECOMMENDED COUNCIL ACTION: The Skate Park Task Force will be interviewing the second of two architectural firms on Saturday, January 8, 2000.  Following the interview, the Task Force will be reaching a consensus as to which firm to recommend to City Council for consideration as the architect for the City of Brentwood Skate Park.  The Skate Park Task Force is recommending a motion to authorize the City Manager to execute a professional service agreement, not to exceed $30,000 for the architectural services of the Skate Park.  Staff will be providing information on the recommended finalist to City Council before the City Council meeting.

COMMENTS: As a result of the establishment of the Skate Park Task Force, staff has been working with the task force to keep this project on a fast track.  The Task Force met on November 4, 1999 to review the steps necessary to construct a skate park, determined a process for selection of an architect, and discussed possible sites.  It was the consensus of the Task Force that the best site would be between the aquatic complex and Brentwood Elementary School at the new aquatic/park complex.

The Task Force meet again on November 23, 1999 for a presentation from the City's contractual landscape architectural firm RRM Design, who utilizes Wormhoudt Landscape Architecture, Incorporated.  At the same time, on the recommendation of the Task Force, staff was in the process of receiving requests for proposals from outside firms for consideration.

On December 18, 1999, staff took 15 members of the Task Force on a field trip to visit four skate parks in Santa Rosa, Petaluma, Alameda, and San Leandro.

The Task Force met again on November 27, 1999 to review additional landscape architectural firm proposals, of which only Land Image Landscape Architects of Chico, California, made a proposal.  The Task Force decided to allow Land Image the opportunity to give a presentation on January 8, 2000.  A decision would be reached after the presentation as to which firm to recommend to City Council for use on design of the Skate Park.

In an effort to keep the momentum moving forward and not hold off until the January 25, 2000 City Council meeting, staff is requesting City Council consider the recommendation of the task force, which will be provided to City Council prior to the Council meeting.
