IMMACULATE HEART OF MARY
CHURCH PILGRIMAGE PARADE
PREVIOUS ACTIONS: The City of Brentwood has previously authorized the Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church, to hold the Pilgrimage Parade which requires the closure of certain streets in Brentwood.
RECOMMENDED COUNCIL ACTION: Adoption of Resolution authorizing the closure of certain streets and temporarily establishing no parking restrictions and tow away zones in order to facilitate the Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church Pilgrimage Parade to be held on December 12, 1999.
COMMENTS: The Sociedad Guadalupana de Brentwood is requesting permission to have their 1999 Pilgrimage Parade on Sunday, December 12, 1999. The parade is scheduled to start at 3:00 p.m. and end at approximately 4:30 p.m. The Police Departments involvement in the event is estimated to take approximately 2 ½ hours.
The Chairperson for the Sociedad Guadalupana de Brentwood is Elvia Diaz. The route requested for this years event is the same as last yearsSecond Street from Birch Street to Maple Street and Maple Street to First Street where the procession will end at the Immaculate heart of Mary Church.
The total cost for providing City services for the Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church Pilgrimage Parade is $615.53.
SOCIEDAD GUADALUPANA DE BRENTWOOD, IMMACULATE HEART OF MARY CHURCH PILGRIMAGE PARADE
Mrs. Diaz and Lt. Misquez discussed and agreed to some cost saving measures as follows:
1. Sociedad Guadalupana to provide 80 traffic barricades. The Sociedad will obtain the barricades from a vendor. The barricades are to be distributed to the appropriate intersections prior to the event. At the end of the event, the barricades will be collected and returned to the vendor. A committee of Sociedad volunteers will accomplish this task.
2. Sociedad Guadalupana will furnish the Street Closure notices that are to be distributed to the merchants and residents affected by the parade (notices to be distributed by Police Volunteers and/or Explorers).
3. Sociedad Guadalupana will furnish the No Parking signs. The signs will be posted and picked up by the Police Volunteers and/or Explorers.
The use of the Police Volunteers and Police Explorers, where appropriate, will contribute greatly to the reduction in personnel cost to the City and the Sociedad.
The Police Department recommends that Second Street and Maple Street be closed to traffic during the parade for public safety, as authorized by Section 21101(e) of the California Vehicle Code. The Citys Traffic Engineer reviewed the parade route and determined that since only City streets will be closed and the closures do not directly affect State Highway #4, an Encroachment Permit from the California Department of Transportation would not be required.
The Police Department will deploy 4 Reserve Officers, 1 Traffic Officer, 10 Police Volunteers, 6 Police Explorers and a Supervisor along the parade route to provide traffic and crowd control before, during and after the parade.
The Police Department Volunteers and Explorers will assist by posting the No Parking signs (as required by Section 21103 of the California Vehicle Code) along the parade route 72 hours prior to the event. They will distribute the Street Closure notices to the area residents and merchants affected by the closure 5-6 days prior to the parade.
Attached is a City map outlining the parade route and the streets that will be affected. The Citys Traffic Engineer reviewed the parade route and traffic impact on November 10, 1999.

The City of Brentwood Solid Waste Cost: None Anticipated
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CLOSURE OF CERTAIN STREETS AND TEMPORARILY ESTABLISHING NO PARKING RESTRICTIONS AND TOW-AWAY ZONES IN ORDER TO FACILITATE THE 1999 SOCIEDAD GUADALUPANA DE BRENTWOOD, IMMACULATE HEART OF MARY CHURCH PILGRIMAGE PARADE ON SUNDAY, DECEMBER 12, 1999.
WHEREAS, the Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church will hold their 1999 Pilgrimage Parade on Sunday, December 12, 1999, which event will attract great numbers of persons to the community; and
WHEREAS, to accommodate the 1999 Sociedad Guadalupana de Brentwood, Immaculate Hart of Mary Church Pilgrimage Parade, it is requested that the following street be closed to traffic, and no parking and tow-away zones be established between the hours of 2:30 p.m. to 4:45 p.m. on the day of the parade.
· Second Street including the intersection of Second Street and Birch Street to and including the intersection of Second Street and Maple Street.
· Maple Street from Second Street to First Street including the intersection of Maple Street and First Street.
WHEREAS, pursuant to Vehicle Code Section 21101(e), the City may temporarily close portions of streets for local special events such as the 1999 Sociedad Guadalupana de Brentwood, Immaculate Heart of Mary Church Pilgrimage Parade when closing is necessary for the safety and protection of persons who are to use those portions of the street during the temporary closure; pursuant to Vehicle Code Section 22507, the City may prohibit parking on portions of the streets during all or certain hours of the day; pursuant to Vehicle Code 22651(b), (m) and (n), City peace officers may remove by towing any vehicle from those portions of the street where parking is prohibited; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood that the Brentwood Police Department is ordered to close the above-mentioned streets, prohibit parking and establish tow-away zones between the hours of 2:300 p.m. and 4:45 p.m. on Sunday, December 12, 1999 for the 1999 Sociedad Guadalupana de Brentwood Pilgrimage Parade.
