Block Grant Project Agreement
& Cooperation Agreement For
Orchard Drive Water Line
PREVIOUS ACTIONS: In December 1998 the City Council authorized the submittal of an application for Community Development Block Grant (CDBG) funds to perform safety improvements in the Orchard Drive neighborhood (Capital Improvement Project #562023) including the use of redevelopment funds as the source for required matching funds. The County Board of Supervisors awarded a $25,000 grant for water line improvements in this neighborhood. In July 1999 the City Redevelopment Agency authorized the expenditure of Low and Moderate Income Housing funds for this project.
RECOMMENDED COUNCIL ACTION: Authorize the City Manager to execute a CDBG Project Agreement with Contra Costa County for the Orchard Drive Area Infrastructure Project (attached) and allocate $73,672 in Low and Moderate Income Housing redevelopment funds to fulfill the matching fund requirement. Authorize the rescission of the previous Cooperation Agreement for this project approved July 27, 1999 between the redevelopment Agency and the City and authorize the Mayor to execute the replacement Cooperation Agreement attached hereto.
COMMENTS: The total anticipated cost for completion of the water system improvements is $98,672 (see Exhibit A of the attached project agreement). The execution of a project agreement between the County and the City is required to begin drawing down on the CDBG grant. All of the CDBG money for this project is provided for construction costs and would be made available to the City through reimbursement payments. An additional $73,672 is needed to provide the required matching funds for this project. Redevelopment funds would be the source for all the required matching funds.
Due to size of the awarded CDBG grant, authorization from the council is being sought to approve a new Cooperation Agreement between the Agency and the City to account for the additional required matching funds.
