Agreement with Covello Group, Inc. for Construction Management Services for the Wastewater Treatment Plant Expansion, CIP Project No. 592-5904

 

PREVIOUS ACTIONS:
 
On November 24, 1998, by Resolution No. 98-209, the City Council approved the certification of the Environmental Impact Report for the Wastewater Treatment Plant Expansion with Discharge to Marsh Creek.
 
On February 9, 1999, by Resolution 99-58, the City Council directed staff to proceed with the design of the tertiary sewage treatment plant expansion.
 
On March 9, 1999, by Resolution No. 99-72, the City Council adopted the Mitigation Monitoring Plan and Findings of Fact for the City of Brentwood Wastewater Treatment Plan Expansion with Discharge to march Creek and directed Staff to file a Notice of Determination (NOD) with the Contra Costa County Clerk's Office.
 
On March 23, 1999, by Resolution No. 99-77, the City Council approved the agreement between G.S. Dodson & Associates, Consulting Engineers, and the City of Brentwood to provide professional design services for the Wastewater Treatment Plant Expansion.
 
On June 8, 1999, by Resolution No. 99-146, the City Council approved the agreement between Camp Dresser & McKee, Inc. and the City of Brentwood to provide value engineering services for the Wastewater Treatment Plant Expansion Project including but not limited to reviews and design reports at the 10% and 50% design stage.

RECOMMENDED COUNCIL ACTION:
 
Passage of a Resolution authorizing the City Engineer to execute an agreement between Covello Group, Inc. and the City of Brentwood to provide Construction Management services for the Wastewater Treatment Plant Expansion Project including but not limited to constructability and biddability reviews at the 90% and 100% design stage, contract administration, cost control, master schedule, resident engineering, inspection, testing, quality control and plant startup.

COMMENTS:
 
The City is currently on schedule with the design of the Wastewater Treatment Plant Project (CIP No. 592-5911) and expects the delivery of the 90% plans and specifications on December 21, 1999, with final plans, specifications and bidding documents delivered by February of 2000. Due to the size, complexity and nature of the project the City has always planned to on hire a Construction Management (CM) team to assist City Staff with the overall planning, administration and budgetary management of the construction. The CM team would also be responsible for the necessary on-site planning, scheduling, testing, inspecting, resident engineering, quality control and assistance during plant startup. In addition to the above, the CM team will also assist City Staff and the design engineer in performing the biddability / constructability review at the 90% and 100% design milestones. By performing these reviews the CM team is able to familiarize themselves with the intricacies of the project prior to construction. The reviews also provide valuable information to the City and design engineer on any potential conflicts or pitfalls that may arise during construction. It is absolutely crucial that the City does everything possible to minimize any potential conflicts, errors or omissions in the plans and specifications that would result in change orders to the City. All change orders submitted during the construction will be the responsibility of the City as they are not covered by the loan obtained from the State Water Resources Control Board (SWRCB). 
 
Staff utilized the Request for Qualifications (RFQ) process for the selection of the Construction Management team. Five firms qualified to provide the CM services for a project of this size and complexity were solicited. One firm did not respond to the proposal and of the remaining four firms the most qualified and obvious choice was The Covello Group, Inc. The cost involved in providing these Construction Management services is $2,483,344. This cost is included in the $4.8 million allocated over and above the amount for the construction and covers such items as planning, design, value engineering, construction management and administrative costs.

RESOLUTION NO. 99-____
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD authorizing the City Engineer to execute an agreement between COVELLO GROUP, INC. and the City of Brentwood to provide Construction Management services for the Wastewater Treatment Plant Expansion Project including but not limited to constructability and biddability reviews at the 90% and 100% design stage, contract administration, cost control, master schedule, resident engineering, inspection, testing, quality control and plant startup.
 
WHEREAS, the City is currently on schedule with the design of the Wastewater Treatment Plant Project (CIP No. 592-5911) and expect the delivery of the 90% plans and specifications on December 21, 1999, with final plans, specifications and bidding documents by February of 2000; and
 
WHEREAS, the City has always planned to hire a Construction Management (CM) team to assist City Staff with the overall planning, administration and budgetary management of the construction; and

WHEREAS, it as absolutely crucial that the City doing everything possible to minimize any potential conflicts, errors or omissions in the plans and specifications would result in change orders to the City since all change orders submitted during the construction will be the responsibility of the City as they are not covered by the loan obtained from the State Water Resources Control Board (SWRCB); and
 
WHEREAS, Staff utilized the Request for Qualifications (RFQ) process for the selection of firms that specialize in Construction Management for projects of this type and complexity and the most qualified and obvious choice was Covello Group, Inc.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Brentwood hereby authorizes the City Engineer to execute an agreement between Covello Group, Inc. and the City of Brentwood to provide Construction Management services for the Wastewater Treatment Plant Expansion Project including but not limited to constructability and biddability reviews at the 90% and 100% design stage, contract administration, cost control, master schedule, resident engineering, inspection, testing, quality control and plant startup.
