Installation of Sound Wall, Walnut Boulevard Extension, CIP Project No. 336-3051
On December 22, 1998, by Resolution No. 98-226, the City of Brentwood Council adopted the Mitigated Negative Declaration for the Walnut Boulevard Extension Roadway Project.
On October 5, 1999, by Planning Commission Resolution No. 99-41, the City of Brentwood Planning Commission approved the design of a masonry sound wall in conjunction with the construction of the Walnut Boulevard Extension Project.
RECOMMENDED COUNCIL ACTION:
Passage of a Resolution authorizing the City Engineer to execute an agreement for masonry work to install a sound wall on Walnut Boulevard (CIP No. 336-3051) with All Bay Masonry in the amount of $49,885, which includes a 10% contingency fund.
Mitigation Measure No. 6 of the Initial Study/Negative Declaration for the Walnut Boulevard Extension Project stipulates that the City of Brentwood shall work with adjacent property owners and residents to implement noise reduction measures outlined in the acoustic report.
The acoustic report prepared on November 11, 1998, by Charles M. Saltzer Associates, Inc., identified seven (7) condominium parcels within Villa Terrace Condominium Complex and four residential property owners facing Walnut Boulevard as affected property owners due to the roadway extension project. The report recommends a sound wall. The sound wall will only be constructed adjacent to the condominium complex, since the property owners facing Walnut Boulevard did not want a sound wall in their front yards. Instead of a sound wall as acceptable noise mitigation measure, the City has already retrofitted the existing windows from single to dual pane windows for those four property owners.
The Engineering Department requested three proposals for construction of a sound wall along Walnut Boulevard. The following companies were notified: Minaret Masonry, David Hall Masonry, and All-Bay Masonry. Two (2) firms declined to bid and only All Bay Masonry provided an estimate in the amount of $45,350. Therefore, the staff recommends issuing a purchase order for the amount of $49,885, which includes a 10% contingency fund.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRENTWOOD AUTHORIZING THE CITY ENGINEER TO EXECUTE AN AGREEMENT FOR MASONRY WORK TO INSTALL A SOUND WALL ON WALNUT BOULEVARD WITH ALL BAY MASONRY IN THE AMOUNT OF $49,885, WHICH INCLUDES A 10% CONTINGENCY FUND.
WHEREAS, on December 22, 1998, by Resolution No. 98-226, the City of Brentwood Council adopted the Mitigated Negative Declaration for the Walnut Boulevard Extension Roadway Project; and
WHEREAS, on October 5, 1999, by Planning Commission Resolution No. 99-41, the City of Brentwood Planning Commission approved the design of a masonry sound wall in satisfaction of a noise mitigation measure as outlined in the Mitigated Negative Declaration Report.
WHEREAS, All Bay Masonry submitted the lowest bid to construct the sound wall.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Brentwood, that the City Engineer is authorized to execute an Agreement between the City of Brentwood and All Bay Masonry to install a sound wall in the amount not to exceed $49,885, which includes a 10% contingency.
