CITY COUNCIL AND REDEVELOPMENT AGENCY MEETING (SPECIAL) MINUTES

CITIZEN COMMENTS (06:04 PM)
Steve Barr thanked Mayor Swisher and Council Members Beckstrand and
Gutierrez for their years of service to the community and for doing what was
best for the City.
Roger Cogstitch, American Legion Hall, Post 202, thanked Council Members for
their hard, dedicated work to the community over the years. He congratulated
the incoming Mayor and Council Members and said he looked forward to working
with them.
Greg Robinson said it had been a pleasure working with current Council
Members and looked forward to working with new Council Members. He expressed
appreciation for all the work and added the job was well done.
CONSENT CALENDAR (06:07 PM)
1. Approved minutes of the City Council/Redevelopment Agency/Brentwood
Infrastructure Financing Authority meeting held November 14, 2006 and
special City Council meeting held November 9, 2006. (M. Wimberly)
Council Member Brockman abstained on the minutes of November 9, 2006.
2. Adopted Resolution 2006-288 reciting the facts of the General Municipal
Election held on November 7, 2006, declaring the result and such other
matters as provided by law (K. Chew/M. Wimberly)
CONSENT CALENDAR ACTIONS (06:07 PM)
Motion: Approve Consent Calendar items 1 - 2 as recommended. Council Member
Brockman abstained on Item 1B, minutes of November 9, 2006.
Moved by Gutierrez, seconded by Beckstrand.
Vote: Motion carried 5-0.
Yes: Brockman; Taylor; Swisher; Beckstrand; Gutierrez
CEREMONIAL MATTERS (06:08 PM)
3. Recognition of and comments by outgoing Mayor and Council Members.
Mayor Swisher presented a plaque to outgoing Council Member Gutierrez for
her four years of dedicated service to the City.
Council Member Gutierrez said she was honored to have been given the
opportunity to serve. She thanked staff and the other Council Members for
their experience and support.
Mayor Swisher presented a plaque to outgoing Council Member Beckstrand for
her six years of dedicated service to the City.
Council Member Beckstrand thanked staff and said serving had been a
wonderful opportunity. It was a privilege for her to represent the City in
the many forums she had served, and an honor to know she had been trusted by
the community.
Mayor Elect, Robert Taylor, presented a plaque to outgoing Mayor, Brian
Swisher.
Mayor, Brian Swisher, spoke about the process of the Council and working
with the community and staff to make a cohesive community.
Terri Tonge, Field Representative for Assemblyman Guy Huston’s Office,
presented to Mayor, Brian Swisher, a Resolution highlighting his
achievements and accomplishments.
4. Oath of Office and installation of newly elected Mayor and Council
Members.
Council Member, Robert Taylor, resigned as Council Member.
City Clerk, Margaret Wimberly, administered the Oath of Office to Mayor
Robert Taylor.
Mayor Taylor thanked outgoing Mayor Swisher and Council Members Beckstrand
and Gutierrez. He said the new Council would be supported and he would be
putting people first.
City Clerk, Margaret Wimberly, administered Oaths of Office to new Council
Members, Chris Becnel and Brandon Richey.

Vacancy: one.

Motion: To approve adjournment.
Moved by Brockman, seconded by Becnel.
Vote: Motion carried 4-0.
