Youth Commission Minutes - August 4, 2010

The meeting was called to order at 7:03 p.m. by Commissioner Matt Strauss.

Commissioners Madisun Marquez, Anthony Montes, Paige Ross, Allyson Spears, Jack Strauss, Matthew Strauss and Chris Walker were present. Commissioner Katie Barsanti, Bailey Hamblin and Kimberly Montes were absent. Adult Advisors Dave Castle, Laura DeLaCruz and Steve Walker were present. Police Liaison Matt Bell was absent. City Staff Liaison Barbie Gary was present.

Mayor Taylor performed the Oath of Office and installation of Commissioners Madisun Marquez, Paige Ross and Jack Strauss.

Linda Oliver, Brentwood Senior Citizen’s Club Inc. President, presented the Youth Commission with a $300 donation for their volunteer service at the club’s June 28, 2010 Luau dinner event. She invited the Youth Commission to volunteer at the club’s Masquerade event on October 22, 2010.


Iris Obregon, Field Representative for State Assemblymember Joan Buchanan, congratulated the new and existing commissioners. She is based in the Oakley office and offered her services to provide legislative information and literature. She wished the Youth Commissioners a successful year of leadership and service.

3. DISCUSSION ITEM: Update from the Fundraising Committee regarding the middle school dance fundraiser scheduled for August 20, 2010. (B. Hamblin)

In Commissioner Hamblin’s absence, Commissioner J. Strauss advised that the middle school dance is scheduled for August 20, 2010 from 6:00 – 9:00 p.m. The committee decided to reuse the “Endless Summer” theme. Other event details consist of a $5.00 per person entry fee; BUSD middle school I.D. required; no in and out privileges; foosball table provided by Commissioner Hamblin; stage lights borrowed from Bristow Middle School; they’re still looking for a Wii or other game system; tattoos and bracelets will be the giveaway item; Chair Strauss will provide the music from his iPod; set-up will be at 4:00 p.m.; enforcement of middle school rules regarding appropriate attire and dancing; there will be 5 – 6 Police Explorers and Adult Advisor Castle will supervise them.

Chair Strauss recommended keeping a tally to show which schools the students attend.

4. DISCUSSION ITEM: Update from the Youth Commission Social Committee regarding planning for the September 1, 2010 event. (A. Montes)

Commissioner A. Montes advised that the Youth Commission Social Committee would like to include and ice breaker activity in this year’s event. Several types of games were discussed. Chair Strauss recommended that the committee select on easier activity given the size of the group. It was also agreed upon to start at 6:00 p.m. to allow enough time to include the ice breaker. Commissioner A. Montes will prepare the invitation and forward to City Staff Liaison Gary for approval and printing. Invited guests will include school leadership teachers, principals, assistant principals; Brentwood Senior Citizen Club Inc.; Brentwood Rotary; PAL Board; state and local politicians; and other City of Brentwood Commissioners.

5. DISCUSSION ITEM: Update from the Youth Leadership Committee. (B. Hamblin)
In Commissioner Hamblin’s absence, Chair Strauss advised that the purpose of the committee is to gain youth leadership representatives from local high schools and middle schools, as well as other youth organizations. The committee will serve as a network and coordinate dates and events. The committee has been working to get in contact with leadership classes at schools and outside organizations. The committee’s goal is to have their first meeting in early September.
6. ACTION ITEM: Update from the Master Plan Committee regarding the proposed Brentwood Youth Leadership Conference. (C. Walker)

Chair Strauss volunteered to address this item. He explained that the committee meetings have lapsed due to logistical difficulties. He doesn’t feel that the event can proceed at this point and feels it should be postponed from the original date of September 11, 2010 and reconsidered for perhaps November 6, 2010. At the next Youth Commission meeting, the committee will present a restructured plan on how they will proceed.

No action was taken on this matter.

7. ACTION ITEM: Approve additional members to the Master Plan and Middle School Involvement Committees to replace vacancies. (K. Barsanti)

In Commissioner Barsanti’s absence, Chair Strauss announced that there are two vacancies for the Master Plan Committee and one Adult Advisor and two commissioner vacancies for the Middle School Involvement Committee.

Commissioner A. Montes volunteered for the Master Plan Committee. Commissioners Ross and J. Strauss, along with Adult Advisor DeLaCruz, volunteered for the Middle School Involvement Committee.

Motion to add Commissioner A. Montes to the Master Plan Committee and Commissioners Ross and J. Strauss and Adult Advisor DeLaCruz to the Middle School Involvement Committee.

8. ACTION ITEM: Discuss and approve the application submittal for the Youth Commission to participate in the Liberty High School Homecoming Parade on September 17, 2010. (M. Marquez)

Commissioner Marquez advised that the Youth Commission has been given the opportunity to ride in the Liberty High School Homecoming Parade on September 17, 2010. In order to participate, the commission would need to provide a vehicle, preferably a convertible or truck, and at least four commissioners.

The general consensus was that most commissioners were interested in riding in the parade. It was agreed that an arrival time of 5:15 p.m. would provide sufficient time to prepare for the 6:00 p.m. start.

Motion to approve the Youth Commission’s participation in the Liberty High School Homecoming Parade on September 17, 2010 and direct staff to submit the application.

Chair Strauss advised that the Heritage High School Homecoming Parade will be on October 22, 2010.

Chair Strauss advised that the new police liaison will be Chris Peart. Chair Strauss would like to make sure that Matt Bell is thanked for his years of service to the Youth Commission.

Chair Strauss advised that the PAL Skate Competition will be held on September 18, 2010 and several youth commission volunteers will be needed from 7:00 a.m. to 4:00 p.m.

City Staff Liaison Gary announced that new Youth Commission photographs will be taken before the September 1, 2010 meeting. She requested that commissioners and advisors arrive at 5:15 p.m. and all should wear their Youth Commission polo shirt for the pictures and social.

City Staff Liaison Gary announced the annual Play Day is scheduled for September 6, 2010 from 1:00 – 3:00 p.m. at Veterans Park. Volunteers are needed to assist with the scavenger hunt, bubbles and other activities. The event is included as part of the City’s application for the Playful City award which is sponsored by KaBOOM!. The Play Day event is being held in conjunction with celebration of the 10th Anniversary of the Brentwood Family Aquatic Complex from 3:00 – 5:00 p.m.
