Youth Commission Minutes - October 14, 2009

The meeting was called to order at 7:10 p.m. by Matt Strauss, Chairperson.

Commissioners Katie Barsanti, Austin Boer, Bailey Hamblin, Anthony Montes, Kimberly Montes, Irving Ordaz, Allyson Spears, Matthew Strauss and Chris Walker were present. Commissioner Elysia Cook was absent. Adult Advisor Laura DeLaCruz was present. Adult Advisor Dave Castle was absent. Police Liaison Matt Bell was present. City Staff Liaison Barbie Gary was present.



Ms. Elizabeth Poole invited the Youth Commission to attend a fundraising event for a local child with rising medical bills due to a heart condition. She also announced that she is planning a community project for 2010 which she hopes to host at Veterans Park. More information will be provided as the planning progresses.

2. Accept Fiscal Status for 2009/10 budget year. (K. Barsanti)
3. Accept monthly status report. (C. Walker)

4. ACTION ITEM: Discussion regarding visiting local middle schools to increase middle school student involvement with the Youth Commission and establish a subcommittee to coordinate. (I. Ordaz)

Commissioner Ordaz advised the Youth Commission is interested to increasing involvement by middle school students.

Chair Strauss advised that, in the past, Youth Commissioners have visited the middle schools to address the leadership classes and share with them the opportunity to be a part of the Youth Commission. These visits are the perfect opportunity to distribute event flyers, commissioner applications and extend an invitation for students to attend a meeting. A subcommittee will be formed to coordinate the visits.

Volunteers to be on the Middle School Involvement subcommittee are Commissioners Barsanti, A. Montes, Ordaz, and Spears. Police Liaison Bell volunteered to be the adult advisor.

Motion to create a Middle School Involvement subcommittee comprised of Commissioner Barsanti, as chairperson, Commissioners A. Montes, Ordaz, and Spears along with Police Liaison Bell as the adult advisor.

5. DISCUSSION ITEM: Approved updated Youth Commission Master Plan. (M. Strauss)

Chair Strauss advised that the subcommittee has formulated a new Master Plan. A new Mission Statement was created to actively empower youth and create a positive environment. Chair Strauss’ hand-out listed that the four goals of the Master Plan are to host a youth leaders conference in 2010; encourage greater interaction with youth leaders at the middle schools and high schools; continue to raise funds for the scholarship program; and to educate youth about local government as well as provide a voice for youth issues.

Motion to approve the proposed Master Plan with the revised Mission Statement which includes “…creates a voice…” and change “in the community” to “within the community”.

6. DISCUSSION ITEM: Approve new event details for the middle school dance fundraiser benefiting the Youth Commission Scholarship Program. (B. Hamblin)

Commissioner Hamblin advised that the potential date of February 5, 2010 conflicts with an Edna Hill dance. The subcommittee proposes to still host the event if an alternate date in February is available. City Staff Liaison Gary advised that February 19 and 26 are available at the Brentwood Senior Activity Center.

Motion to approve the middle school dance fundraiser from 6:00 – 9:00 p.m. at the Brentwood Senior Activity Center on February 26, 2010, with the second date option of February 19 and the third option of February 5.

Commissioner Montes suggested that thank you notes are sent to those individuals that loaned their convertibles so that the Youth Commission could participate in the recent parade.
