Potential Locations for Public Art in Brentwood
Priorities in Bold
1. Soundwall on the corner of 2nd and Brentwood Blvd by the Adult School, across 2nd Street from the High School & across Brentwood Blvd. from Burger King. This would be a good project for an artist to work with some of the art students at Liberty High School. Estimated budget – 2/7/06, PAC budgeted: $30,000.
2. City Park (2nd and Oak Streets) where the downtown Christmas Tree is located each year, at the corner of. An artist could design an art tree for the location or some other type of creative sculpture appropriate for that location. Estimated budget: 2/7/06 PAC budgeted $40,000 + $10 – 20,000 from Parks and Recreation
3. King Park (dog park) on Sand Creek and Fairview (King Park). A dog & cat themed element. 2/7/06 PAC budgeted $45,000
4. Library wall. This would be a good location for some type of wall treatment to brighten and enliven the area. Estimated budget: $30,000 - $60,000 depending on materials used.
5. Pippo/Balfour (corner) next to wooden fence and green house. This area will be turned into a parkway path (to the pool) to match the block closer to Albertson’s and the undeveloped block flanking the other side.
6. Central and 2nd Street – large piece of ground, was staging area for extension of 2nd Street between Central and O’Hara. Good for a large project, big fountain of pergola, passive park, etc. Good visibility. Estimated budget: $90,000 - $180,000.
7. Round Abouts throughout town – (specifically, Belvedere behind Walgreen’s) these are problematic due to visibility concerns. However, they are good possible locations for artworks that are tall and don’t impede visibility, but then Engineering is a big concern. Not impossible though…just needs to be well thought out. Not visible enough…in a neighborhood like much of the other public art elements.
8. Arbor Park (something in the middle)
9. Oak & Garin city property (close to Heron Park)
10. Oak Meadow (2 baseball fields)
11. Water Tower – A very visible project, but also expensive to complete and could be politically loaded. If the budget allows, this would be a good location. A lot of community feedback would be necessary due to the high level of visibility. The impact would be great. Safety in executing the project is an issue. Estimated budget: $75,000.

PUBLIC ART PROJECTS
MAY 2007
A. Veteran’s Park (City)
Willard Carmel: 5 bronze animal sculptures
Four of the five animals were installed on March 2nd. Two of them were vandalized; they were removed from their rocks and placed on the ground. The artist met with the Public Art Committee on March 6th and explained his recommended solution. The Art Society agreed to pay for security during the hours of 3 pm – 7 am each day for 3 days or 72 hours while the adhesive cured. The animals were re-installed on March 12th. They have fully cured and the project is considered complete. $23,250 Maintenance: City of Brentwood Parks & Rec. will maintain. Installation: March 12, 2007
B. Farmer Statue (City)
Bill Weber: 7 foot tall bronze Farmer sowing seeds
The base and installation of the statue were discussed at a special March 20th Public Art Committee meeting. Ronnie Frostad, owner of Frostad Atelier was present to explain the fabrication of the base and installation of the Farmer in the Technology Center. The City’s purchasing process has to be followed for the project and the additional dollars required for the project will not be available until the new fiscal begins on July 1, 2007. $80,000 Maintenance: TBD. Expected completion: spring 2007.
C. Heron Park (City)
Scott Runion: cylindrical plasma cut metal sculpture with internal blue cylinder, and layered herons on exterior, lit from between the two cylinders
The sculpture was installed in November 2006. Aside from signage and the lighting (responsibility of the City), the project is complete. The City has not yet accepted the park. $30,000 Maintenance: covered by existing LLD. Installation: November 16, 2006.
D. King Park (City)
Artist not yet selected: Sculptural element
The three finalists presented their proposals to the selection panel on March 23rd. The panel unanimously selected Vickie Sowell for the project. She will present to the Public Art Committee on May 1st. $45,000 Maintenance: TBD. Expected completion: TBD
E. 2nd & Brentwood Blvd. Soundwall (City)
Donna Billick: ceramic mosaic mural
The CIP sheet has been completed and submitted for this project. If approved it will become official on July 1, 2007. On Dec. 5, 2006 the PAC approved Artist Donna Billick from Davis to develop a full project proposal for the soundwall project. Staff will contact Caltrans to work on establishing their approval for us to move forward on this project. This will be presented to the Committee again and then will proceed through the selection process. Since this project is taking a new direction the budget may need to be revisited. $30,000 Maintenance: TBD. Expected completion: TBD
F. Vineyards at Marsh Creek (Shea Homes)
a. Bridge: Gordon Huether: two lighting elements in between the bridges
The sculptures proposed by Gordon Huether were approved by the Public Art Subcommittee (PASC) on June 13th. The project can’t go to City Council until the revised developer agreement (of which the public art matrix is part) is approved by Council. The City Attorney stated the developer agreement may go to Council in May.
b. Pioneer Square: Michael Carey: sculptural element in the park
The PASC revisited this project at the request of the Chair of the Public Art Committee. They determined that it should move on to City Council for approval with the following changes: The birds need to be matte, not shiny or glossy, the lighting considerations need to be firmed up and the grapes and grapevines need to be more accurately represented. This subject will be discussed at the April 10th PAC meeting. The City Attorney stated the developer agreement may go to Council in May.
i. Maintenance: Public art needs to be factored into the LLD. Expected installation: 2007.
G. Rose Garden (Pulte Homes)
a. Central Park and Soundwall Mosaic project
i. Susan Dannenfelser and Kirk Beck (Dannenbeck): mosaic seating, medallions, and entry soundwall treatments
ii. City Council approved this project on April 25, 2006. The artists are working on the project. Expected installation: Summer 2007.
b. Kaleidoscope & Rainbow’s End parks mosaic project
i. Laurel True: mosaic seating in both parks
ii. The City Council approved this project on November 14th. The artist is working on a contract with Pulte Home Corp. The City’s approved ownership and maintenance agreement was forwarded to Pulte and True on Jan. 4, 2007. Expected installation: Summer 2007.
Maintenance: Cloud Park and mosaic benches will be maintained by LLD.
H. Siena Village aka, Cox Properties (Blackhawk/Nunn)
Ene Osteraas-Constable and Scott Constable (Wowhaus) hand painted tile benches and table
The artists are working on the project. Maintenance: Maintained by LLD. Estimated installation date: May 31, 2007.
I. Senior Multi-Unit development on Cox Properties (A.F. Evans)

See Siena Village. The artists are working on the project. The forms and tiles have been approved by both developers.
Maintenance: Maintained by owner, A.F. Evans. Estimated installation date: May 31, 2007.
J. Prewett Ranch (Suncrest Homes)
Recommended artist: Eric Powell gazebo, bridge railing, and park seating
City Council approved this project on Dec. 12, 2006. The artist is in contract development with Suncrest Homes. Maintenance: Maintained by LLD. Expected installation: unknown.
K. Garin Corners (Signature Properties)
Roger Berry: corten steel abstract sculpture “Auger”
Staff is working with the developer to work through the City’s permit process. Installation has begun and should be complete in the next couple of weeks. Signature Properties sold the commercial development in February to Festival Properties in Los Angels. They say they were unaware of the public art project to be installed and are questioning it. Staff contacted Signature Properties who will contact the new owner and provide the information they need. Hopefully, this will not cause more of a delay. Maintenance: Large piece to be maintained by owner, Festival Properties. Small piece maintained by HOA. Expected installation: spring 2007
L. Palmilla (formerly Marseilles) (Pinn Brothers)
Artist and project not yet selected
A representative from the developer attended the Dec. 5th PAC meeting to discuss the project. The PAC agreed to not treat Park #1 (the primary entry park) with public art due to the excess of planned amenities. Parks #2 and #3 and the trail along Marsh Creek that connects the two parks will be where the public art element(s) will be concentrated. Staff is waiting to hear back from the developer in order to coordinate a selection panel in the spring. Maintenance: Maintained by LLD. Expected installation: unknown.
M. Barrington Homes (Standard Pacific Homes)
Artist and project not yet selected
On February 23, 2007 three finalists presented their proposals to the selection panel. The panel selected Dayton Claudio primarily, but is interested in exploring the possibility of one piece proposed by Bryan Tedrick as well. The Public Art Committee will recommend this project to the Arts Commission on May 28th. Maintenance: Maintained by LLD. Expected installation: unknown.
