REGULAR MEETING
August 22, 2013 at 7 p.m.

CALL TO ORDER: Chairperson Mulder called the meeting to order at 7:02 p.m.

ROLL CALL: Present were: Chairperson Bruce Mulder; Vice-Chair Sandra Myers and Commissioners Eileen Hofstadt, Blythe Lind, and Alyssa Madden. Staff members present were: Roger Stromgren, Park/Maintenance Manager; Poldina Scherff, Recreation Manager; and Linda Stadlbauer, Administrative Assistant II.

A. PRESENTATION(S): Roger Stromgren presented a PowerPoint slideshow featuring the Frank Raines Park in Stanislaus County.

PUBLIC COMMENTS: Peggy Wheaton spoke about the “parking problem” around Blue Goose Park; including discarded debris, cars congesting the neighborhood, and substance abuse.

INFORMATIONAL REPORTS FROM COMMISSIONERS, SUBCOMMITTEES, LIAISONS AND STAFF: Commissioner Lind reports that the Parks Play Equipment Sub-committee (Lind and Madden) met with neighbors of the Spirit and Glory Parks to discuss the improvements planned for those parks. The meeting, which included Roger Stromgren and Aaron Wanden, was well attended.

B. CONSENT CALENDAR:

1. Approve minutes of regular meeting of June 27, 2013.

2. Approve minutes of regular meeting of July 25, 2013.

3. Accept results of Ellis & Associates audit of the Brentwood Family Aquatic Complex. (S. Barry)

4. Accept donation from Discover Art League on behalf of the Arts Commission. (P.Scherff)

5. Accept Yearly Maintenance Calendar for 2013/2014. (S. Barry)

 Motion to approve the Consent Calendar Items B3 through B5, with Item B1 and B2 pulled for separate vote.

1. DISCUSSION/ACTION ITEM: Discuss and approve location of the September Park and Recreation Commission meeting. (R. Stromgren)

Commissioners decided to hold the September 26 meeting at Granville Green.

2. DISCUSSION/ACTION ITEM: Discuss and approve site walk of McClarren Park (R. Stromgren

Commission discussed the pros and cons of meeting with the neighbors on-site at McClarren Park. The decision was reached to instead send a letter to the surrounding neighborhood inviting them to a Park and Recreation Commission Meeting where they will hear a brief verbal update on the plans for the park.

3. VERBAL UPDATE: General Plan Workshop Group verbal update. (E. Hofstadt)
Commissioner Eileen Hofstadt gave a verbal update on the recently attended General Plan Working Group meetings on August 1 and 15, 2013. A summary handout was provided.

COMMISSIONER COMMENTS:

Commissioners complimented the 125TH Birthday Party and Children’s Concert at City Park.

Commissioner Madden inquired about the status of the bench at Caboose Park, to which staff responded that the bench will be moved to a better location on cement in the park.

Vice-Chair Myers informed staff that some areas of Creekside Park are turning brown, and that the door latch on the portable toilet is broken. Staff will address these issues.

Chair Mulder announced that the National Night Out event that was held at several parks and neighborhoods was successful and well attended. He inquired about the status of the shade project at Wheatfield Park, to which staff responded that currently we are only covering the picnic table and that the neighbors are aware of this. Staff added that the Veterans Park shade project will be on the Commission’s September agenda for approval.

STAFF COMMENTS:
Poldina Scherff informed the Commission that artist Brian Keith has been chosen by the Arts Commission for the Balfour Road art project. She also reminded the Commission that weekend public recreation swim will continue only through the end of September, and B.A.N.C. is holding the animal parade event, “Bark in the Park”, on Saturday, August 24, 2014 at 10:30 a.m.

Roger Stromgren updated the Commission on the status of parks being built and renovated.

REQUEST FOR FUTURE AGENDA ITEMS:

Blue Goose Park parking problem, and how to avoid this situation for future parks.
Measure WW funds
