CALL TO ORDER: Chairperson Wanda Groseclose called the meeting to order at 7:00 p.m.

ROLL CALL: Commissioners Present: Wanda Groseclose, Greg Ruiz, Juan Castillo, Donna Spencer and Barbie Koncher
Staff Present: Poldina Scherff, Recreation Manager; and Linda Stadlbauer, Administrative Assistant II.

PRESENTATION(S): Sue Cordero, a local artist, presented a PowerPoint presentation with examples of her work. She has been in the Brentwood area for 8 years, and specializes in animal portraits using watercolors and pen. Poldina Scherff then gave a PowerPoint presentation and a handout showing all the public art in Brentwood.

2. ACTION ITEM: Accept the resignation of Greg Ruiz as Vice Chair and select a new Vice Chair. (P. Scherff)
Mr. Ruiz resigned as Vice Chair and nominated Juan Castillo, who accepted the nomination.

3. ACTION ITEM: Final conceptual ideas for the art element for the poetry contest by Eric Powell at Veterans Park. (E. Powell/P. Scherff)
Poldina Scherff presented the staff report on behalf of Eric Powell. Mr. Powell proposes to have the artwork be composed of stainless steel, one of the most durable mediums, and would have a patina finish. The supporting poles would be covered in a sleeve and the artwork would be in color. Discussion included concerns that the animals, if free-standing, would be vulnerable to vandalism, and that having them in a reclining or sitting position would be a more desirable configuration. If approved by the Arts Commission today, the conceptual ideas would move to City Council on April 14, 2009, and the Commission would still have the option to make modifications to the design and amend the CIP sheet to cover the additional costs.

Poldina Scherff presented the revised Arts Ordinance and advised the Commission that there were a few minor revisions as requested by the City Attorney.

Poldina Scherff presented the revised Public Art Guidelines and advised the Commission that there were a few minor revisions as requested by the City Attorney.

6. ACTION ITEM: Approve and recommend to City Council the Brentwood Arts Society Memorandum of Understanding for 2009. (P. Scherff)
Poldina Scherff presented the staff report with the current information for 2008, and the Arts Society’s request for funds for 2009. Discussion included questions about the uses of the funds, whether the Society has applied for grants, in addition to the Program Fund 270, and whether it is advisable to just give the Society the entire $57K. The Commission concluded that they would like to see a clear accounting of the use of the funds before they make any decisions. Item was tabled for the April 15, 2009 Meeting.

7. ACTION ITEM: Approve Option #1 from Bill Carmel’s proposal and recommend to City Council the replacement of the two stolen critters (Mallard and Kit Fox) and amend the CIP project to cover the additional cost. (P. Scherff)

OLD BUSINESS: None

COMMISSIONER COMMENTS: Commissioners concurred that they would like to continue to invite new artists to the future Arts Commission meetings. Some suggestions were Jenny Florivita, Jason Mohen, and to also speak to Ron Beatty who has a contact with “tagger” art show. All Commissioners agreed that the meeting, under the new Chair, went very well.
