REGULAR MEETING MINUTES
SEPTEMBER 17, 2008 AT 7:00 P.M.

CALL TO ORDER: Chairperson Greg Ruiz called the meeting to order at 7:00 p.m.

ROLL CALL: Commissioners Present: Greg Ruiz, Wanda Groseclose, Karen Halbe, and Juan Castillo
Staff Present: Craig Bronzan, Parks & Recreation Director; Poldina Scherff, Recreation Manager (late - excused); and Linda Stadlbauer, Administrative Assistant II.

SCHEDULED MATTERS:
3. Action Item : Approve recommendation to City Council related to the purpose of the Public Art Program. (C. Bronzan)
Craig Bronzan presented his Staff Report with the recommended changes. Paragraph “C” Line 1 was reworded from “visual art” to “the arts”. Paragraph “D” was reworded to capture “visionary”. Craig Bronzan reaffirmed that leaving Paragraph “E” Line 5, as “Brentwood area”, allowed the Commission to define what the “Brentwood area” entailed. Discussion ended with agreement on the following: Work that is a part of a collection in a City Art gallery that encourages local artists from the Brentwood area. More discussion revolved around the City’s desire to have a Fine Arts Gallery Collection at some point in the future.

Discussion continued regarding the bolded paragraph “Public Art” means artwork that is visually and physically accessible to the public and may include performing, musical, visual, cultural, physical, permanent, or temporary works. Conclusion was that the definition was good “as is”.

4. Discussion Item: Discuss amending Chapter 2.44 “Arts” section 2.44030 Arts commissioners from 5 to 7 members. (K. Halbe)
Greg Ruiz advised the Commission that Mayor Taylor was unavailable for this meeting. Craig Bronzan advised the Commission that the City Manager, Donna Landeros is reluctant to increase the number of Commissioners and would rather try to fill Patrick McCarran’s vacant position and keep the total number of Commissioners at five. Barbie Gary, Recreation Supervisor, has expressed interest in applying for the open Commissioner position in October

OLD BUSINESS:
5. STATUS REPORT: Update on the art element for the poetry contest at Veterans Park. (P. Scherff)
Poldina Scherff, Recreation Manager, advised the Commission that Bill Carmel has still not responded. She will attempt to contact him one more time, but in the meantime is moving forward with Eric Powell’s contract and proposal. Eric has inquired as to the direction the Commission would like him to go. The Commission is responding that they liked his work presented at a previous meeting, and would like to see him submit a proposal that is independent of preconceived ideas from them. Only suggestions were that they liked his use of indigenous artifacts and would like to see him incorporate that style into his proposal; also, to make the artwork viewing area to be as inviting and accessible as possible to all.

6. ACTION ITEM: Discuss and recommend a direction to staff for the Veterans Park critter replacement of two stolen figures and possible retrofit for the remaining three critters. (P. Scherff)

COMMISSIONER COMMENTS: Chair, Greg Ruiz, congratulated Commissioner Juan Castillo on his upcoming wedding and honeymoon to Italy.

STAFF COMMENTS: Staff reminded the Commission of the Arts and Wine Festival on October 11 and 12.

REQUEST FOR FUTURE AGENDA ITEMS

Commission would like to see a list of local artists and to invite a few at a time to come to Commission meetings and present some of their work. Also, to extend the invitation to some of the more gifted graffiti artists.
