CALL TO ORDER: Present were Chairperson Lanny Brown, Vice Chair Tom Jones, and Commissioners Tom Jones, Sandra Myers, and Jan Melloni. Also present were Tammy Homan, Administrative Secretary; Ken DeSilva, Parks Services Manager; Kerry Salisbury, Recreation Services Supervisor; and Michael Tsutsumi, an Intern from San Jose State University. 

A. Introduction of intern Michael Tsutsumi (P. Scherff)
Mr. Tsutsumi introduced himself and said that he will be assigned to the Parks and Recreation Department as an intern for thirteen weeks. He will be assigned to a different division manager for each of these thirteen weeks and will work a 40-hour week. He is majoring in Recreation and Leisure Studies at San Jose State University and is enjoying his time in Brentwood. 

B. Mom’s Club of Brentwood - Shade Structures for Parks.
Representatives of the Brentwood Mom’s Club introduced themselves as follows: Jennifer Uresti, Jen Armahs, and Toni Hay, President of the East Chapter of the Mom’s Club. They said that they have a project this year to add shade to three Brentwood Parks. They wish to install shade at Balfour-Guthrie, Loma Vista, and Orchard parks. They have launched a fundraising campaign for this project. They wished to know what is available and would like to work with the vendors that the Parks and Recreation Department currently are using. They discussed the types of fundraisers they plan and said they are a non-profit organization. Commissioner Myers discussed the new parks being planned and what the Commissioners are doing in getting shade and sand and water features, as well as covered play apparatus. They were referred to a book on play structures that the Commissioners have been using. The Mom’s Club said they would like to work with these same manufacturers if possible and wondered about getting items donated. Commissioner Jones suggested that they ask about structure regulations and work with staff and Janet Hansen on the project. Discussion of possible grants and matching funds. Commissioner Myers suggested putting the item on the agenda for a future meeting and that they also discuss ideas for grant applications with Janet Hansen. The Commissioners thanked them for their presentation and asked them to come back to report their progress at periodic intervals. Eric Harrison was present and said he is a realtor and would like to help the Mom’s Club. He liked the idea of a golf tournament which had been suggested as a fundraising idea.

AGENDA REVIEW: No request for changes in the agenda.

2. Accept staff report from Parks Division. (B. Margesson)
3. Accept staff project status report from Recreation Division. (P. Scherff)
4. Accept staff report regarding the Hospice “Tree of Lights” for City Park. (K. DeSilva)
Motion to accept the Consent Calendar by Commissioner Jones, seconded by Commissioner Rodrigues, motion carried unanimously.

5. DISCUSSION of Parks and Recreation survey to be conducted this fall. (P. Scherff/M. Tsutsumi)
Mr. Tsutsumi discussed the survey that is planned for this fall and invited the Commissioners to participate. He noted that previous surveys have resulted in the Skate Park, the Aquatic Park and other projects throughout the city. He stressed the need to find out what the needs of the community are now through the survey. He said they are currently looking at three companies to do a professional telephone survey. Commissioner Jones suggested the tennis courts issue should be included as well as dog parks. Commissioner Melloni suggested the BMX facility and motorized scooter trails, as well as the water and shade elements. Commissioners suggested these items be prioritized for the survey. Mr. Tsutsumi also suggested that Commissioners email him with any other suggestions.

Mr. Tsutsumi said these suggestions will be taken back to the staff and results of the survey will be brought back to the Commissioners at a later meeting, possibly in December. 

Mr. Albert Ballejo asked about having the Police Department patrol the park after the park closes to get people out that are driving through and parking after hours. The Commissioners said that due to the earlier situation the Police Department has been periodically patrolling through this park. It was also suggested that if any resident sees or hears anything suspicious he/she should call the Police Department. 

Tammy Homan, Administrative Secretary passed out forms for the Commissioners to complete for the CPRS District III event to be held at San Leandro on Tuesday, October 19, 2004. She asked that any Commissioners that wish to attend to contact her get the registration complete. 

Ken DeSilva, Park Services Manager reported on the very successful 2004 Creek Cleanup and Family Fun Day. He said they had the largest turnout they have ever had and gathered a record amount of trash at this event. Food was donated by Safeway, Home Depot donated gift certificates, Target donated gift certificates and water. Other donations by Office Tech and 110 Degree Magazine will have a two page article on the event. He said the event was well publicized by the Brentwood Press and other media.

Commissioner Rodrigues commented on his attending the Youth Commission meeting and workshop in August and how impressed he is by the group. He also said that the Veterans liaison is working closely with Janet Hansen and are putting together good ideas for the architect for the Veterans Park. 

Commissioner Myers said she had also attended the Youth Commission meeting and workshop. She also attended a Senior Social. She would like to see something on the agenda with regards to the portable potties, she would like them off of the curb and screened. Mr. DeSilva said he will discuss the matter with Craig Bronzan, Director of Parks and Recreation. She also said that the meeting with the architects went well and they are amenable to sand and water elements in the new parks. 

Commissioner Melloni asked if the swimming hours could be extended about 15 minutes in the evening at the Aquatics Complex. Mr. Salisbury said he will check on this. She also asked about the water polo schedule and Mr. Salisbury will check on this as well. She also suggested that the Master Swim Team be put on the telephone survey that Mr. Tsutsumi is working on. 

Chairperson Brown said he will not be present at the October meeting and asked Commissioner Jones to act as Chairperson for him.
