| REGULAR MEETING April 28, 2011 at 7 p.m. Council Chambers Brentwood, CA 94513 CALL TO ORDER: Chair Lind called the meeting to order at 7:04 p.m. ROLL CALL: Present were Chair Blythe Lind, Vice Chair Alyssa Madden, and Commissioner Bruce Mulder. Commissioner Eileen Hofstadt arrived at 7:26 p.m. Commissioner Sandra Myers was excused absent. Staff members present were: Craig Bronzan, Director; Poldina Scherff, Recreation Manager; Sue Barry, Recreation Supervisor; and Linda Stadlbauer, Administrative Assistant II. PRESENTATION(S): Chris Cook from Boy Scouts will reschedule his presentation for a future meeting. CITIZEN COMMENTS: George Migay thanked the Parks and Recreation staff for the special needs swing that was installed at City Park, and would like to see an adult size swing installed at Veterans Park. CONSENT CALENDAR: Motion to approve Item 1-6 of Consent Calendar. Motion to approve Item 7 of Scheduled Matters. Motion to approve Item 8 of Scheduled Matters. 9. ACTION ITEM: Approve City Council Park ad-hoc committee recommendation to City Council to allow a one-month trial period for BMX bike use at the Brentwood Skate Park. Representatives from the local BMX community brought an example of the kind of bike used in current BMX activities, and also explained about the kind of protective gear that the riders prefer to use. Park staff concerns were for metal parts on the bikes that could cause damage to the skate park surfacing, however these bikes use plastic parts and can add a layer of electrical tape for additional coverage. The riders definitely use helmets, but prefer not to use pads, as that impedes maneuverability. Staff informed the representatives that the state statutes received from our risk management company requires the use of pads. Regarding the idea of problems between bikers and skaters/skateboarders, representatives stated that especially because the facility is supervised, there is no trouble between participants who are generally both skaters and bikers. Commissioner Mulder believes that the concerns about safety, capacity, and wear and tear on the skate park have been satisfactorily addressed. This item is going to City Council for approval on May 24th, and there will be a sign posted at the Skate Park with this meeting information. The trial period will be for one month, with alternating days for bike and skate use. Motion to approve Item 9 of Scheduled Matters. 10. ACTION ITEM: Approve the subcommittee list with the changes and additions made. (R. Stromgren) Special Needs: Blythe Lind and Alyssa Madden Motion to approve Item 10 of Scheduled Matters. STAFF COMMENTS Poldina Scherff informed the Commission that the Brentwood Family Aquatic Center is open for business on the weekends. Olivia Alvarez is on maternity leave. Sandlot T-ball will be starting soon, and registration for Summer adult softball is open. Craig Bronzan informed the Commission that CPRS District III has recognized Lanny Brown for an award for his volunteer service, and he will receive the award at the May 10th City Council Meeting. The grant request for Summerset Commons (park) for $1.1 million has been submitted, and it should be about two months until we hear that it has been approved. As for the $1.2 million WW Bond funds, the Ad Hoc Committee still needs to meet. COMMISSIONER COMMENTS Commissioner Madden agreed with this sentiment and looks forward to seeing BMX activity at the skate park. Commissioner Hofstadt agrees that, in her experience, bikers and skaters do get along. She believes that it is very important that the skate park be supervised. She also inquired as to whether the City has a “Plan B” if we are not approved for the Summerset Commons grant. Craig Bronzan responded that he does not foresee we will be turned down. If there is a problem, it will only be in the paperwork, and we have 1 year to correct that. He is confident that it will be granted. Chair Lind informed the Commission that Commissioner Myers return to being the Brentwood Senior Citizens’ Board Meeting liaison. She thanked the audience for being there.
