Minutes for January 9, 2008
1. Call to Order/Roll Call: Meeting Called to Order at 6:05 p.m.
Members in Attendance: Craig Bronzan, Alfredo Garcia, Johnny Staton, Captain Brian Strock, Deborah Diaz, Cassandra Youngblood, Council member Brandon Richey, Steve Smith, Sheila Cunningham, Claudette Naturel-Staton, Mayor Robert Taylor, Police Chief Mark Evenson, Michele Keady , Barbie Gary, Valerie Smith, Alexis Reeves, and Allison Cardoza.

2. Approval of the Minutes: The minutes from November 14, 2007 were approved with a motion by Alfredo Garcia and a second by Deborah Diaz. Motion to approval the December 10, 2007 minutes by Valerie Smith and seconded by Alfredo Garcia.
3. Update regarding presentations for January–March 2008 Donna Landeros, City Manager, is scheduled to give a presentation at the February BANC meeting updating the committee on the status of the new Civic Center. The Brentwood Chamber of Commerce is scheduled for the March meeting.
4. Presentation from Mayor Robert Taylor: Mayor Taylor congratulated the BANC Committee and the Parks and Recreation Department for doing a wonderful job at the Tree Lighting Ceremony and stated next year the tree lighting ceremony may be bigger if it partners with the Brentwood Chamber of Commerce Holiday parade. He said BANC plays a big role in the city. Mayor Taylor recommends BANC creating a committee liaison to facilitate communication with the press for future events and Johnny Staton was nominated for the position. Mayor Taylor recognized that City Council is doing a great job and the City is fully staffed. The Mayor said he attended a FEMA class last year and recommended that the Police Department and the BANC committee facilitate a FEMA Emergency Earthquake Preparedness Class. His progress reported stated that the Highway 4 Bypass project is about 95% complete and tentatively scheduled to open on January 19, 2008 and CalTrans construction of the Highway 4/Marsh Creek segment will start this summer. He spoke about the success of the Corn Fest and the Art, Wine and Jazz Festival. He confirmed the new neighborhood ordinance has passed and that the Streets of Brentwood has 25 tenants and is schedule to between August and November 2008. The Mayor mentioned the Contra Costa Mayors Conference selected him to be vice chair of the committee in 2009.
Questions for Mayor Taylor: Claudette Naturel-Staton asked if the City is going to move the library when construction begins for the Civic Center and the Mayor said the library would be moved to the Tech Center but the time line has not been determined. Debbie Diaz asked if due to the state of the economy if the Streets of Brentwood building project would be delayed. Councilmember Brian Richey indicated that the project would continue because funding has already been allocated for the project. Steve Smith asked about the Fire Department and Mayor Taylor stated that the County is in negotiations for a new Fire Chief.
5. Review/Discussion of BANC goals/mission: Tabled until the February meeting due to absence of five members.

7. Update from Council Member Brandon Richey: Council Member Richey provided an update regarding the City property maintenance ordinance passing and noted that it will be effective starting in January 2008. He said this will hold homeowners responsible and encourage pride in home ownership. The City will start to mow lawns if properties are abandoned. He said the Civic Center project is moving forward and some City offices will be relocated to the Tech Center. It was suggested that Paul Eldredge, from Public Works, give a presentation at the April meeting regarding the quality of the Delta water.
Claudette Naturel-Staton asked how soon the City will respond to complaints regarding homeowner’s property and Council member Richey replied that the response time will be fairly quick.
8. Staff Update from Craig Bronzan, Parks and Recreation Director Craig Bronzan recognized his maintenance crew, as well as City staff Jeff Crowley and his crew, for doing a great job putting together the new Christmas tree. Mr. Bronzan said the Brentwood Chamber of Commerce is interested in working together with BANC next year to offer the parade and tree lighting ceremony together.
Craig Bronzan provided an update on the new 8,500 square foot Senior Community Center. He said the RFPs for bids were sent out and right now he has received two bids. Construction will be completed in phases. The project has begun and is scheduled for completion in September 2008.
Update from the Police Department: Chief Everson and Captain Strock Chief Everson recognized that BANC plays an important part in the community by bringing neighborhoods together. He shared information about issues in the neighborhoods. Captain Strock introduced Officer Michele Keady from Neighbor Watch and said she will join Barbie Gary in her duties during the BANC meetings. Captain Strock recommended BANC members attend neighborhood watch meetings in their quadrants. He said the PD website is a place for the community to be aware of incidents in their neighborhoods, look up complaints, and file reports. He encouraged BANC to participate in the PD ride-along program and the community emergency response classes (C.E.R.T.) He said there are three classes scheduled for this year and to see the PD website for more information. Chief Everson said the police department has an emergency phone line outside the building for public use and all calls go directly to dispatch. He also suggested all members of BANC take the CERT classes. Mayor Taylor also suggested taking CPR classes.
Questions for Police Chief: Guest, Paul Diamond, asked about any armed robberies in the community and Chief Everson said there is no trend of robberies based on one incident which occurred off of Lonetree Way. Mr. Diamond asked about the housing development off Sand Creek Road and Mayor Taylor said it is an affordable housing development to help people in the community with housing and not a Section 8 development.
