CALL TO ORDER
Chair Fuller called the meeting to order at 6:10 p.m.

PRESENTATION(S).
Delta Informal Gardeners (D.I.G.) presentation by Debbie Auer. D.I.G. will be celebrating their 25th Anniversary Annual/Perennial Sale. D.I.G. offered to contribute a gift card to the local Pompeii Nursery for the BANC Home of the Season program beginning in October. They feel that gardens are personal and the winner can choose what they need. D.I.G. will also provide the winner a one year family membership to D.I.G. plus their newsletter.

1. Approve regular meeting minutes of March 13, 2013.

SCHEDULED MATTERS
2. DISCUSSION ITEM: Update from the Home of the Season subcommittee regarding program guidelines.

Homes selected will represent each quadrant for the months of April, May, June and October. Homes are re-eligible to win after 3 years. Gift baskets will be awarded through the end of the fiscal year and then shift to a gift provided by D.I.G. The committee indicated they agreed with the current program guidelines and the subcommittee will solidify the final guidelines and bring both the guidelines and criteria to the committee for final approval.
3. ACTION ITEM: Update on the National Night Out Spirit Award and appoint a subcommittee to establish award criteria.

The committee approved a subcommittee to start developing award criteria. Subcommittee will be members Klement, Koski, and Palestro. Further discussion tabled until the May meeting, with a report back from the subcommittee.

4. AGENDA ITEM: Continue discussion of BANC’s direction and purpose as an advisory committee.

After discussion on the current projects the committee is working on (Home of the Season, National Night Out and Annual Christmas Tree Lighting), the committee determined they would like to add two more projects; creating a community/bumper sticker and offering a Dog Parade in City Park. Subcommittees were established to begin work on each project and are as follows:

Create a community sticker: McHugh, Naturel-Staton, Nunez
Dog Parade: Fuller, Klement, Naturel-Staton
Annual Christmas Tree Lighting: Fuller, Naturel-Staton, Staton
National Night Out Spirit Award: Klement, Koski, Palestro

Motion to approve above subcommittees.

INFORMATIONAL REPORTS FROM COMMITTEE MEMBERS, SUBCOMMITTEES AND LIAISONS
Mayor Taylor shared that the Discovery Bay Corvette Club would be interested in an event at City Park. Mayor Taylor also reported that City Council is doing a cost study on cameras for Brentwood; clarified the 37% increase of violent crimes in Brentwood stems from two incidents that caused the numbers to skyrocket; and encouraged concerned residents to read the fine print. He shared that a drive-thru Starbucks will move to the Streets of Brentwood and that Krispy Kreme is coming soon. AMC bought Rave Theaters and the Streets of Brentwood is currently under construction to change the parking pattern. The Mayor also suggested that BANC contact past Home of the Month winners to invite them to a BANC meeting, as they may be interested in joining BANC.

Member Smith shared about the Fire Board and recent activities.
