Chair Fuller called the meeting to order at 6:03 p.m.

1. Approve regular meeting minutes of February 13, 2013.

SCHEDULED MATTERS
2. DISCUSSION ITEM: Finalize the format for the 2013 Home of the Month Program, including selection assignments and prizes for the winners.

Home of the Month Program will continue as Home of the Season, focusing on the designated months of April, May, June, October and December. Members will try to select homes representing each quadrant. The committee discussed the eligibility of previous winners and determined that past winners would be re-eligible after 3 years. Gift baskets will be awarded through the end of the fiscal year and a new gift would be considered for winners after June 2013. Staff will submit a press release and update the City website to market the Home of the Season program and order house signs.

3. ACTION ITEM: Continue discussion of BANC’s direction and purpose as an advisory committee and establish a subcommittee to begin working with the proposed ideas to accomplish the committee’s purpose.

The committee focused their discussion on the three core projects they have been dedicated to over the past several years: Home of the Season program, National Night Out, and the Annual Christmas Tree Lighting Ceremony. First discussed was establishing guidelines for the Home of the Season program so that members selecting homes use the same criteria and homeowners have a good understanding for the program’s focus and expectations. Members Klement and Koski offered to head a subcommittee to draft guidelines and bring ideas back to the April BANC meeting for further discussion and future approval.

Regarding the National Night Out Program, the group expressed their desire to continue supporting the Police Department by partnering with them to visit the various neighborhoods participating in the event and selecting a Spirit Award winner. Establishing criteria for how a neighborhood wins the Spirit Award was mentioned and further discussion and development is required prior to the August event.

The committee discussed at length their wish to be involved in the Annual Christmas Tree Lighting Ceremony, which was organized by the Parks & Recreation Department in 2012, with volunteer assistance from BANC members. BANC members indicated that for 2013, they would like to spearhead the following components of the event:
• event set-up and decorations (organizing and implementing)
• refreshments (including making hot chocolate, distributing food/drinks to various booths at the event, and manning the booths)
• organizing and assigning volunteers
• recruiting and scheduling entertainment, including event night details
• securing a Santa Claus
Parks and Recreation staff will reserve the facility, provide sound for the entertainment, install the Christmas tree and purchase supplies. Discussion will continue at future BANC meetings to continue working out details regarding each program.

Motion to establish a subcommittee consisting of members Klement and Koski to establish Home of the Season guidelines.

INFORMATIONAL REPORTS FROM COMMITTEE MEMBERS, SUBCOMMITTEES AND LIAISONS
Member Smith reported on the Fire Board and that beginning May 1, 2013, the downtown Brentwood Station will re-open. He also noted that the Sand Creek Interchange project could open as early as November 2013.

STAFF COMMENTS
Representative Scherff noted that she is applying for grant money for the 2013 Christmas Tree Lighting Ceremony.
