CALL TO ORDER: Meeting called to order at 6:10 p.m.

1. Approve regular meeting minutes of September 10, 2008. Motion to approve the minutes made by Alfredo Garcia and seconded by Stephen Smith. Approved 8-0. SCHEDULED MATTERS
2. DISCUSSION ITEM: Discuss final details regarding the Hometown Halloween booth on Saturday, October 25, 2008 and the Halloween Home of the Month winner presentation on Thursday, October 30, 2008. Staff Liaison reminded members about the schedule for working at the BANC booth at Hometown Halloween and noted that there was plenty of candy and flyers for the Tree Lighting to distribute. The Halloween Home of the Month presentation would be facilitated by Valerie Smith on the evening of Thursday, October 30th.
3. ACTION ITEM: Update from subcommittee regarding the annual Tree Lighting event and approve a budget not to exceed $500.00 for event supplies. Johnny Staton updated the committee on the need for lighting in the park, a stage for the various singing groups to perform on, and that a sound system had been reserved through the City. He noted that he is working with several children’s choirs to perform at the event on Friday, December 5, 2008 in City Park. Staff Liaison Gary noted that she has requested the tree installation for Tuesday and Wednesday, December 2-3 and suggested that the committee plan to meet the afternoon of December 3 to decorate the tree. Further decorating could be completed on Thursday and Friday. Donations of food, drinks and various supplies are still needed. Valerie Smith noted that she has already secured a donation of hot chocolate. The request for a Santa Claus was made and the subcommittee will try to locate an individual to volunteer as Santa. A flyer and newspaper article will be created to advertise the event. The approval of $500 for event supplies will pay for a banner to advertise the event, as well as any supplies or equipment that is not donated. Motion to approve a budget not to exceed $500.00 for event supplies was made by Jeffrey Altman and seconded by Valerie Smith.
4. ACTION ITEM: Select time and date for the regular BANC meeting in November. The Committee discussed what day and time they would prefer to have the November BANC meeting since all members are required to attend the AB1234 Ethics Training from 6-8 p.m. on the regular meeting day of November 12, 2008. The Committee decided to meet at 5 p.m. and meet for up to one hour before the training. Staff Liaison will schedule a meeting facility for this time and date.
INFORMATIONAL REPORTS FROM COMMITTEE MEMBERS, SUBCOMMITTEES AND LIAISONS: Council member Brandon Richey updated the Committee on the ongoing issue of vacant homes in Brentwood and how the City’s Code Enforcement staff is dealing with the issue.
