ARTS COMMISSION
REGULAR MEETING MINUTES
OCTOBER 16, 2013 AT 7:00 P.M.
COUNCIL CHAMBERS

CALL TO ORDER: Chair Gaughan called the meeting to order at 7:00 p.m.

ROLL CALL:
Present were Chair Jack Gaughan, Vice Chair Leslie Bemel and Commissioners Brian Carleton, and Danny Senn. Commissioner Juan Castillo was excused. Staff members present were Poldina Scherff, Recreation Manager and Elaine McGurk, Administrative Assistant II.

B. CONSENT CALENDAR
B.1 Approve minutes of regular meeting of September 18, 2013

C. SCHEDULED MATTERS:
C.1 ACTION ITEM: Discuss, accept and recommend the 2014 Public Art Wall submissions for the Brentwood Community Center and forward to City Council to approve.

 Item has been tabled due to conflict of interest. Item will be brought back at the next meeting.

OLD BUSINESS:

D.1 DISCUSSION ITEM: Discuss the priority list of City public art locations in detail to prepare for an upcoming City Council meeting.

The Commission discussed the City public art locations and addressed the concerns the City Council had.

 

 

D. COMMISSIONER COMMENTS
Commissioner Senn:
1. Inquired about the area of Lott/Oak. He mentioned areas that are not landscaped but filled with dirt. Poldina Scherff said it would be hard to try and do a public art piece on a non-landscaped area.
2. Can the pieces that were previously presented be used for a future project? Are there any legal issues to that?

E. STAFF COMMENTS
Poldina Scherff, Recreation Manager, mentioned two things:
1. Notices for a vacancy in the Arts Commission are available. Commissioner Castillo has completed three terms, therefore he will not be eligible. Commissioner Senn has completed two terms and may reapply if he wishes. Chair Gaughan has completed one term and also may reapply. All applications are due to the City Clerk’s office on November 8, 2013.
2. The Memorandum of Understanding between the City of Brentwood and Liberty Union High School District regarding the Public Art and Design Academy mosaic sound wall mural was brought to City Council for final approval due to the minor technical revisions to it in consultation with the City Attorney.

The project will be 7 foot tall by 140 feet in length with consideration of having the art work go from top to bottom of sound wall and/or paint the wall. Upon further discussion with the students, it was determined that staff will coordinate with PADA on an appropriate color to blend the portion of the sound wall that will not be covered with mosaic tile. This color blend will feather off into the area were vegetation begins at the end of the mural. The additional cost for paint and labor is estimated at $225.32. The City’s traffic engineer does not recommend bollards be installed for the following reasons: 1) the corner has a rather narrow sidewalk that includes a traffic signal pole, 2) placing bollards at this location would make it impassable for ADA standards, 3) past the corner area the bollards would need to be placed behind the sidewalk, but due to a lack of any vegetation, the bollards would be close to the wall, which would be of little value. Any vehicle striking the bollards would simply knock them into the wall. Where the vegetation starts is past the area where a vehicle is likely to strike the wall.

Once completed, staff will add the sound wall project to the City’s insurance.
