ARTS COMMISSION
REGULAR MEETING MINUTES
JUNE 20, 2012 AT 7:00 P.M.
COUNCIL CHAMBERS

CALL TO ORDER: Chair Spencer called the meeting to order at 7:04 p.m.

ROLL CALL:
Present were Chair Donna Spencer, Vice Chair Jack Gaughan and Commissioner Juan Castillo. Commissioners Senn and Koncher were excused absent. Staff members present were Poldina Scherff, Recreation Manager and Linda Stadlbauer, Administrative Assistant II.

CITIZEN COMMENTS: None

CONSENT CALENDAR:
1. Approve minutes of regular meeting of May 16, 2012.

 Motion tabled due to lack of quorum.

SCHEDULED MATTERS:
2. DISCUSSION ITEM: Discussion on the second poetry anthology publication by Poet Laureate Kati Short. (P. Scherff)

Ms. Short updated the Commission on the success of her latest anthology, and presented them with a financial worksheet for the costs. She is looking forward to working on the second anthology, and gave the Commission a proposal for costs on this book. She is asking for $700 from the Commission’s discretionary fund to help cover the costs. All Commissioners agreed to move this to an action item for the next meeting on July 18, 2012.

3. ACTION ITEM: Finalize a recommendation to forward to City Council for the proposed public art project located at the open perimeter area along Balfour Road between Shadow Lakes and West Country Club Drive east bound in the City areas along the meandering sidewalk. (P. Scherff)

Poldina Scherff asked the Commission to consider upping the budget amount for this artwork. Staff is recommending that the total budget be $100k, and that would allow for the stipend for potential artists be larger, as well. She is also asking that the location be narrowed down to only one side of the street, and provided an aerial map and dimensions for the Commissions consideration. Staff is recommending the location on eastbound Balfour Road, between Mtn. View Road and Ranchwood Drive, as this is a well traveled area and the art would be well displayed here.

Discussion regarding the budget, keeping in mind that these funds will not be replenished until new development comes into town, included the hesitation to commit all $100k, preferably staying in the $80k - $85k range. Further discussion concluded that, even in hard economic times, art is an investment, and benefit to the community that will last. The Commission will agree to 3-4 artists stipends at $2k each (to be negotiable), which would leave $92k - $94k for the project itself. Ms. Scherff then laid out a potential timeline for this project. First, the item goes to City Council for approval, then there is a call to artists, at which time the Commission will consider the all proposals, and then they will narrow it down to four artists. We will then ask for maquettes, and within six months of receiving them, choose the preferred artist. Then, it is up to the artist to create and install the artwork within an agreed upon schedule.

Ms. Scherff also advised the Commission that the Liberty High School art students will be coming to the Commission with two new project proposals.

COMMISSIONER COMMENTS:
Chair Spencer reminded all present that “Oklahoma” is still playing for two more weeks at Heritage High School. Vice Chair Gaughan added that the play is very successful, and had a standing-room-only audience last Friday.

STAFF COMMENTS:
Poldina Scherff reminded the Commission that “Concerts in the Park” started last Friday, and the band AJA VU is playing this coming Friday from 7:00 p.m. to 9:00 p.m. El Gallito and M.J.s are the vendors for the concerts.

REQUEST FOR FUTURE AGENDA ITEMS:
Vice Chair Gaughan suggested seeking a grant for a live performance theatre suitable for lectures, as well as entertainment, in Brentwood.
