ARTS COMMISSION
REGULAR MEETING MINUTES
OCTOBER 19, 2011 AT 7:00 P.M.
COUNCIL CHAMBERS

CALL TO ORDER: Chair Senn called the meeting to order at 7:00 p.m.

ROLL CALL:
Present were Chair Danny Senn, Vice Chair Donna Spencer and Commissioners Juan Castillo and Barbie Koncher. Staff members present were Poldina Scherff, Recreation Manager and Elaine McGurk, Administrative Assistant II.

CITIZEN COMMENTS: NONE

CONSENT CALENDAR:
1. Approve minutes of regular meeting of September 21, 2011.

SCHEDULED MATTERS:
2. ACTION ITEM: Accept and approve the Liberty High School Art Academy mural of an underwater delta theme at the tunnel located at King Park and forward to City Council to approve. (P. Scherff)

Poldina Scherff, Recreation Manager, introduced the Liberty High School Art Academy and the project they had presented at the Arts Commission meeting in September.

Samantha Scott, student, reviewed what was presented at the previous meeting. Three themes were presented previously and the Commission chose to go with the underwater delta theme. With this chosen theme, Natalie Colmenares, student, presented what it would entail. She presented slides that depict a scene as if you were under water. The ceiling showed the under the water theme with details that included the underside of a duck and a dock. It will include a “Find It” wall that lists various fishes with its scientific and common name. This feature is to be an interactive piece for families that come through this tunnel and find those colorful fishes. Natalie concluded the presentation with the proposed budget for the tools and equipment necessary to complete this project.

Poldina Scherff, Recreation Manager, said she would like to present this project to the City Council for approval at the meeting on November 8, 2011.

3. DISCUSSION ITEM: Discuss the updated list of possible entry ways and develop a plan for the location of City public art for City Council consideration. (P. Scherff)

Poldina Scherff, Recreation Manager, reviewed the list of possible entry ways for public art. After some discussion and review of the list, here is an updated list.
1. Open perimeter areas along Balfour Road between Shadow Lakes and West Country Club Drive east bound in the City landscape area along the meandering sidewalk.
2. Fairview Avenue and Sand Creek Road along future 13 acre park area.
2. Hill area to the west of Hwy 4 Bypass.
3. Hwy 4 Bypass and Sand Creek Road – NE corner.
4. Dainty Avenue and Central Boulevard – area along the creek.
5. Oak Street and Chestnut Avenue – 2 triangle pieces
6. Oak Street and Lott Drive – just past Garin Parkway on the roundabout.
7. Balfour-Guthrie Park

The Commission would like to delete Empire/Neroly Road from their list and save the area of Highway 4/Sand Creek Road as a prospective area in the future.

COMMISSIONER COMMENTS: NONE

STAFF COMMENTS:
Poldina Scherff, Recreation Manager, informed the Commission of Summerset Common Groundbreaking Ceremony on Wednesday, October 26, 2011 at 4:00 pm. Poldina Scherff also mentioned that the Park & Recreation Commission will have a workshop on Thursday, October 27, 2011 to discuss and prioritize a list of projects for use of funds from East Bay Regional Parks Measure WW.

REQUEST FOR FUTURE AGENDA ITEMS:
Put the item of an updated list of possible entry ways and develop a plan for the location of City public art for City Council consideration as an action item for approval.
