ARTS COMMISSION
REGULAR MEETING MINUTES
MARCH 16, 2011 AT 7:00 P.M.
COUNCIL CHAMBERS
101 B SAND CREEK ROAD

CALL TO ORDER: Vice Chair Spencer called the meeting to order at 7:05 p.m.

ROLL CALL:
Present were Vice Chair Donna Spencer and Commissioners Wanda Groseclose and Barbie Koncher. Chair Danny Senn and Commissioner Juan Castillo were excused. Staff members present were Poldina Scherff, Recreation Manager and Elaine McGurk, Administrative Assistant II.

CITIZEN COMMENTS: NONE

CONSENT CALENDAR:
1. Approve minutes of regular meeting of August 18, 2010.
2. Approve minutes of regular meeting of January 19, 2011.
3. Approve minutes of regular meeting of February 16, 2011

All items under the Consent Calendar have been tabled until next meeting in April.

SCHEDULED MATTERS:
4. ACTION ITEM: Accept and approve the poetry anthology publication by Poet Laureate Kati Short and forward to City Council to approve. (P. Scherff)

Poldina Scherff, Recreation Manager, said the “Call for Submission”, and Liability Waiver are both in the City Attorney’s for review. The Commission can move forward to accept and recommend to City Council this item pending the approval from the City Attorney.

Poldina Scherff hopes to submit this item to the City Council for approval in April and suggested that the Commissioners be in attendance at the April meeting.

5. DISCUSSION ITEM: Discuss and develop a plan for possible new locations for City public art. (P. Scherff)

Commissioner Koncher inquired about the corner of Balfour Road and Highway 4 Bypass.

Poldina Scherff, Recreation Manager, gave a brief update on the intersection of Balfour Road and Highway 4 Bypass. There will be four lanes (2 lanes on each side) built therefore there may be a small vacant piece of land that can be used for public art however it’s best to wait for the completion of the infrastructure. She recommended that the Commission continue to seek out various possible places for public art in town.
Commissioner Groseclose inquired about the real estate signage by the Ogre public art on Brentwood Blvd. Poldina Scherff said Community Development is still working on the signage ordinance and will follow up on their progress. She will report back at the next meeting.

Motion to table this item until next meeting in April. Item will be brought back at the next meeting for further discussion.

COMMISSIONER COMMENTS:
Commissioner Koncher had three things to report:
1. Broadway Under the Stars will not take place this summer at the Streets of Brentwood due to lack of funding. They were unable to a get the necessary sponsor for this event.
2. May 20 – 22 will be Open Studio with over 50 artists. Trilogy will host 6 artists and Shea Homes will be paying for the Open Studio catalog.
3. August 27 – 28 will be the Arts Jazz Wine Festival at the Streets of Brentwood.

Commissioner Groseclose inquired about Katie Collins from Liberty High School and the grant she was working on for California Department of Education. Poldina Scherff said the grant was submitted in February and that City staff is will continue to support her in her efforts when necessary.

STAFF COMMENTS:
Poldina Scherff asked that the Commissioners to continue to research areas they would like to see public art displayed. She mentioned this will be an ongoing project that the Commission will be working on.

She said that the downtown remodeling is moving forward nicely. They will be pouring cement for the sidewalks soon but probably not in time for the Farmer’s Market opening day on April 2.
