REGULAR MEETING MINUTES
FEBRUARY 18, 2009 AT 7:00 P.M.

CALL TO ORDER: Chairperson Greg Ruiz called the meeting to order at 7:00 p.m.

ROLL CALL: Commissioners Present: Greg Ruiz, Wanda Groseclose, Juan Castillo , Donna Spencer and Barbie Koncher
Staff Present: Poldina Scherff, Recreation Manager; and Linda Stadlbauer, Administrative Assistant II.

SCHEDULED MATTERS:
2. Discussion Item : Conceptual ideas on the art element for the poetry contest by Eric Powell at Veterans Park. (E. Powell/P. Scherff)
Eric Powell presented a slideshow with his ideas for the display of the poems at Veterans Park. He described how his ideas come from “found” objects, and that he loves to work with children. His ideas include a pedestal shaped like a branch upon which the tablet is placed, with a small animal “perched” on top of the tablet. The tablet and branch invite touching with vines /waves/or rocks integrated into the sculpture. Chair Ruiz suggested that bronze is a very desirable commodity right now, and requested that Eric do a mock up of the sculptures with their coordinating prices for both bronze and patina steel. Commissioners commented that it would be good to consider making the pieces to be as vandal and theft-proof as possible. They would like to see Eric’s conceptual ideas, with costs, at a meeting in the near future.

3. ACTION ITEM: Approve and recommend to City Council revised Public Art Guidelines.

4. DISCUSSION ITEM: Discuss the options and proposal that Bill Carmel the artist who designed the Veterans Park critters has provided for the replacement of two stolen figures and possible retrofit for the remaining three critters. Commission (P. Scherff)
Commission discussed the different options as presented in the Staff Report. Chair Ruiz suggested that perhaps using Bill Carmel, as he has the molds and could match the missing critters, might be the best option, but only with an agreed upon plan and a timeline. P. Scherff will contact Mr. Carmel to discuss this option and let the Commission know the results.

5. ACTION ITEM: Approve calendar of scheduled meetings for 2009. (P. Scherff)

6. ACTION ITEM: Election of officers. (P. Scherff)
Commission concurred that Vice Chair, Wanda Groseclose, will move up to the Chair position. Commissioner Castillo nominated Barbie Koncher to the Vice Chair position, she declined. Greg Ruiz nominated Juan Castillo to the Vice Chair position, he declined, but nominated Greg Ruiz to position. Mr. Ruiz accepted.

OLD BUSINESS: None

COMMISSIONER COMMENTS: Commissioner Koncher advised the Commission that she likes to host new artists at her home, Jenny Florita will be there on March 15. Other Commissioners concurred that it would be good to start inviting new artists to the Arts Commission meetings and that they would like to have a new artist spotlighted at future meetings.

REQUEST FOR FUTURE AGENDA ITEMS
Contact artists for next meetings. Keep in contact with Eric Powell for his updates on Veterans Park poem project. Public Art Guidelines. MOU 2009 Calendar in conjunction with Art Society, who will be asking for funding for the Art, Wine and Jazz Festival/Art Walk/ Poetry Reading/City Read. Update on Vineyard artists and other pending art. Map of current and pending art projects.
