REGULAR MEETING MINUTES

CALL TO ORDER: Chairperson Greg Ruiz called the meeting to order at 7:00 p.m.

ROLL CALL: Commissioners Present: Greg Ruiz, Wanda Groseclose, and Juan Castillo, Karen Halbe (absent-excused)
Staff Present: Craig Bronzan, Parks & Recreation Director; Poldina Scherff, Recreation Manager; and Linda Stadlbauer, Administrative Assistant II.

Motion: Motion to pull Item #1 for correction but accept remainder of Agenda

Consent Calendar:
1. Approve minutes of regular meeting of September 17, 2008. Minutes were pulled by Chair Ruiz. Amendments were made to Agenda Item #4 on Page 2. Amendments should read as follows: Craig Bronzan advised the Commission that he had a discussion with the Mayor and the City Manager, and the recommendation is to try to fill Patrick McCarran’s vacant position and keep the total number of Commissioners at five. Barbie Koncher, has expressed interest in applying for the open Commissioner position.

2. Update on the art element for the poetry contest by Eric Powell at Veterans Park.

3. Update on Bill Carmel artists who designed the Veterans Park critters and their replacement of two stolen figures and possible retrofit for the remaining three critters.

SCHEDULED MATTERS:
4. Discussion Item : Discuss revisions to the Art Commission Ordinance and Public Art Guidelines. (C. Bronzan)
Craig Bronzan presented his Staff Report with the recommended changes. Commission and staff discussed changes and agreed to accept the changes.

OLD BUSINESS:

COMMISSIONER COMMENTS: Chair, Greg Ruiz, commented that he had lots of respect for Rebekah Burr-Siegel, previous Arts Manager. However, with that position being vacant for over a year he has great respect for the current staff for what they are able to accomplish in support of the Commission. Commissioner, Wanda Groseclose, commented that the Art and Wine Festival was very well done. Chair Ruiz also wished Commissioner Castillo best of luck on his upcoming wedding.

STAFF COMMENTS: Staff reminded the Commission of the AB 1234 Training on October 22 and November 12. Craig Bronzan, Director, asked the Commission if they would like to invite the Art and Wine Festival Committee to the next meeting to say thank you. They responded yes. He also inquired as to whether they would like to start inviting guest artists to upcoming meetings starting in January 2009. They responded yes.
