CALL TO ORDER: Chairperson Wanda Groseclose called the meeting to order at 7:05 p.m.

ROLL CALL:
Present were Chair Wanda Groseclose, Vice Chair, Juan Castillo and Commissioners Donna Spencer and Barbie Koncher. Commissioner Greg Ruiz was excused. Staff members present were Poldina Scherff, Recreation Manager; and Elaine McGurk, Administrative Assistant II.

PRESENTATION(S): Jenny Floravita, a local artist, brought in samples of tropical oil and landscape paintings in various sizes. She also had on display custom made “Hand Painted Art Lights with Hand Forged Irons”. She makes each piece of the chandelier including the iron work and can customize each chandelier with a specific art work. She enjoys painting not only tropical scenes but also marsh land and wetlands too.

SCHEDULED MATTERS:
2. ACTION ITEM: Approve and recommend to City Council the Brentwood Arts Society Memorandum of Understanding for 2009.

Peggy Schuitemaker, a contractor hired by the Brentwood Art Society to promote the Art, Wine & Jazz Festival, reviewed a handout and the accounting worksheet from the Art,, Wine & Jazz Festival from 2008. She mentioned that this year’s event will be held in August 29 & 30, 2009 and all the work she has done thus far in working with the down town merchants and promoting the event.

Something new for this year may be the gate fee of $3.00 for adults and $2.00 for seniors/students. There were some concerns from the Commission regarding this gate fee but it was explained that the proceeds will go back into the community for the arts and cultural programs in schools. The Commissioners feared that with a gate fee it may deter people from visiting this festival. Peggy explained that back in 1996 the same concept was implemented for Cornfest and not only did not deter the number of attendees but instead increased the number of attendance.

Peggy Schuitemaker went over “What’s New This Year!” for 2009 Brentwood Art, Wine & Jazz Festival. Some of the new things may include having a Pre-Event Party with wine tasting and tapas style food. Wine glasses will not be sold but instead selling wrist bands for $7.00 and having them hold punched along the way. A gate fee will also be implemented if possible. She is hoping for the support of the Arts Commission with this event as sponsors are not able to donate the same monetarily as they did in the past due to economic hard times.

3A. ACTION ITEM: Approve and recommend to City Council the proposed Public Art Program for the new Brentwood Library.

Meeting recessed at 7:58 pm for a tour of the new Library at 104 Oak Street led by Poldina Scherff, Recreation Manager.

Meeting reconvened at 8:20 pm

Poldina Scherff, Recreation Manager, explained that two of three walls will be the Commission’s first “Public Art” project since the new formation. It was desired that those walls be photographic in nature but certainly not limited to that. It was also the desire of the Council to have a local photographer take photos that would fit in with the City tag line of Heritage, Vision, and Opportunity. The Public Art Program guideline has been put together for the Commission to review and follow.

The Commission mentioned the possibility of a mural. Commissioner Spencer would prefer that the wall not look too busy.

Poldina Scherff did let the Commission know that should they have a need for more money, they can request it from the Public Art Fund through City Council.

3B. The Arts Commission meeting will temporarily move to the Brentwood Library at 751 Third Street for a tour of the new Library. The public is welcome to attend. After the tour, the meeting will move back to the City Council Chambers at 734 Third Street.

OLD BUSINESS: NONE

COMMISSIONER COMMENTS:
Commissioner Spencer will not be able to attend the August 18th meeting. Wanda Groseclose will not be attending the June and July meetings.

Vice Chair Castillo asked about the amount to be spent on the art for the two walls in the new library and whether it could exceed the amount as stated. Poldina Scherff explained that the dollar amount resulted from taking 1.25% of the construction cost however if that is not enough money, they can go to the City Council at a later time to request for more from the Public Art Fund.

STAFF COMMENTS:
Poldina Scherff reiterated some of the items from tonights meeting that will be on the City Council agenda for approval on May 26, 2009.

REQUEST FOR FUTURE AGENDA ITEMS
Commissioner Koncher suggested some names of local Artists that she would like to have present their art work before the Commission.
