Consider including the Parking Structure in Phase 1 of the construction of the Civic Center Project and if the decision is to move forward: 1) direct staff to prepare and negotiate a professional services agreement with Lathrop Construction Associates, Inc. (Lathrop) for management of the Parking Structure construction 2) authorize funding in an amount not to exceed $126,285 and authorize the City Manager or designee to prepare and execute amendments to consultant service agreements to include this component into the project; and 3) authorize staff to negotiate a change order with Lathrop to delete the surface parking lot from the project and begin preparatory work for the Parking Structure.

Adopt a resolution of the City Council of the City of Brentwood approving the issuance and sale of the Brentwood Infrastructure Financing Authority Civic Center Project Lease Revenue Bonds in one or more series in an aggregate principal amount not to exceed $48,000,000 for the purpose of financing and refinancing certain public capital improvements located within the geographical boundaries of the City and purchasing certain local obligations of the City; making a finding of significant public benefit from such financing and purchase of local obligations; authorizing the execution and delivery of a site lease, a facilities lease a reimbursement agreement, a bond purchase contract, a local obligation purchase contract and an official statement in connection with such financing; authorizing the execution and delivery of separate master indentures and separate first supplemental indentures providing for the issuance and sale of separate series of special tax bonds in each of the City’s Community Facilities District No. 3, Community Facilities District No. 4 and Community Facilities District No. 5; and authorizing related actions and the execution of related documents in connection with all of the foregoing.
